HomeMy WebLinkAbout1234 ResolutionRESOLUTION NO. 1234 A RESOLUTION conditionally approving the preliminary plat of Desert Wind Estates and setting forth the specific conditions under which a final plat of Desert Wind Estates may be prepared. WHEREAS, application for preliminary plat was filed by Bosch Development Company, owner, on November 14, 1978, said application being assigned Planning Division Master File No. 78 -36 -PP, Desert Wind Estates; and WHEREAS, the City Planning Commission conducted a public hearing on December 22, 1978, due notice of which was properly given; and WHEREAS, the preliminary plat was substantially revised by the applicant in January, 1979; and WHEREAS, the City Planning Commission completed the public hearing of said application on January 18, 1979, and issued its recommendation that the preliminary plat be conditionally approved; and WHEREAS, the City Council conducted a public hearing on February 20, 1979, due notice of which was properly given, in consideration of the City Planning Commission's recommendation; and WHEREAS, the City Council deems the preliminary plat of Desert Wind Estates to be in the public interest and, if properly conditioned, makes adequate provision for the population to be generated thereby; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO: That the preliminary plat of Desert Wind Estates hereby is conditionally approved and the applicant may caused to be prepared a final plat to conform, in addition to all other applicable regulations and requirements, with the following specific conditions: (1) Sirocco Drive be extended southerly from Sahara Drive to the south line of the plat in phase II. (2) Final alignment of the intersection of Sirocco Drive with Saguaro Drive and Baja Drive to be determined by the city engineer. (3) That the subdivision and all lots in it be served with City of Pasco sanitary sewer service (4) That the subdivision and all lots in it be served with City of Pasco water; the design of the water system shall take into account the proposed phasing of the subdivision and each phase shall be capable of providing the required flow. -2- (5) That the subdivider pay all costs associated with modifications to and increases in the capacity of the booster station necessary to serve this subdivision. (6) All streets shall be fully improved to suburban access streets standards. (7) No construction shall commence until all engineering design documents have been submitted and approved by the City of Pasco. (8) That no portion of the subdivision shall receive final approval until the water booster station is complete, functional, and accepted by the City of Pasco. (9) Designation of planned density development be approved in the east half of Block 5 and in Lots 18 through 21 of Block 13; such designation is approved with the following conditions: (a) A maximum of seven additional dwelling units may be constructed within the approved planned density development designations. (b) Maximum height of structures within the planned density development designation shall be two stories above average grade. (c) All dwelling units within the planned density development designation shall be condominiums. (d) The condominium plat required by R.C.W. 64.32 shall be reviewed and subject to approval of the planning commission prior to filing with the County Auditor. (10) Right-of-way for Sirocco Drive, Sinai Street, and Sahara Drive, each extending easterly from the east line of the plat to Road 44, be dedicated to the City in phase I. (11) Shara Drive, between the east line of the plat and Road 44, shall be gravelled and baracaded to provide for emergency access in concert with phase I and shall be improved in accordance with the applicable standards in phase II. (12) Sinai Street, between the east line of the plat and Road 44, shall be improved in concert with phase III. (13) All subdivision improvements shall be designed in accordance with the design standards identified by the City of Pasco city engineer and stated in the design criteria for R-1 Suburban Zone, attached to and incorporated herein as Exhibit "A". INTERSECTIONS: In cases where the nondominant street at an intersection has a grade greater than cross slope of the dominant street shall be projected to a point. 50 feet from the centerline of the dominant street to determine the elevation for a vertical curve connecting the nondominant street to the dominant street and that vertical curve shall length of 50 feet - this is to insure a reasonably leval area at the intersection for stopping together with providing proper sight distance. WATER: Minimum line size - 6" (except in the case of short cul-de-sacs not involving fire hydrants where two inch lines will be allowed). PIPE MATERIALS - AWWA class 150 ductile iron cement lined - AWWA Class 150 PVC. - only allowed in areas with native sandy soil. WATER LINE DESIGN CRITERIA For R-1 Surburban zoned areas without irrigation water. - Maximum volicity of flow five feet per second without fire flow Maximum volicity of flow eight feet per second with fire flow - System shall be designed to provide at least 90 feet of water head (approximately forty PSI) with a consumption of one gallon per minute per connection without any fire flow at all points System shall be designed to yield seventy feet of waterhead (approximately 30 PSI) with a consumption of six gallons per minute per ,connection without fire flow - System shall be designed to yield fifty feet of waterhead (approximately 20 PSI) with a consumption of six gallons per minute per connection and a fire flow of 1,000 gallon per minute at at hydrant location.,'. NOTE: If other than detached single family residences are to be allowed in the area fire flow may increase as determined by the Pasco Fire Department MW 3 of 4 • FIRE HYDRANTS - SPACING Approximately 660 feet between hydrants with specific spacing and number to be determined by Pasco Fire Department - Approved hydrants, waterous pacer, mueller syterian - depth of burial, four feet - See standard detail. SANITARY SEWER: Minimum.line size 8" Materials - PVC - D30 34 - SDR 35 in normal depth ranges in sandy soil Manhole spacing - 330 feet with all lines to end with manholes Minimum depth that required to serve all lots or six foot minimum cover whichever is greater. A:1 A•� � , 4 e¢ 4 This requirement is special and only applies to the Riverview Heights area (section 14 T N9, R29 EWM) since this area is to be served by an in line °i booster station which must respond to high peak hour demands. on a direct basis the criteria is substantially higher than would normally be associated with a system where the source had storage connected with it. BOOSTER STATION DESIGN CAPABILITY: Fire flow reserve of 1500 gallons per minute or that of the largerst pump within the booster station whichever is greater - together with six'gpm per connection or potential dwelling unit for the first five hundred connections - plus five gallons per minute for the next 250 - plus four gallons per minute for the next 250. Since the particulars of the design of an in linebooster station of this size involve rather specialized engineering skills and since the proper operation of the booster station is of paramount importance to public health and safety and since the City of Pasco will ultimately own and operate the booster station the City of Pasco deems that it is in the City's best interest to have a consultant acting as an agent of the city review and make recommendations to the city as to the capability and desirab`iliy of the booster station..as designed by the developer and his agents, to meet the design criteria and also to such in an economic and functional sense when measured over a period of several years. � i,
