HomeMy WebLinkAbout1184 Resolutiona RESOLUTION NO. 1184 A RESOLUTION of the City Council of the City of Pasco requesting the State Transportation Commission to reconsider the design of the I-182, Twentieth Avenue Interchange in the City of Pasco. WHEREAS , the Washington State Department of Transportation is in the process of implementing the final design for the construction of the Tri - Cities I-182 link with I-82; and W H E R E A S, a part of the design includes the proposed interchange of I-182 with Twentieth Avenue, in the City of Pasco; and W H E R E A S , the adequate functioning of this interchange for many years into the future is of serious concern to the City Council; and W HE REAS , the City Council of the City of Pasco has strong misgivings about the adequacy of the design which has been shown the City; N OW , THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS: Section 1. The City in general questions the capability of the interchange to adequately handle the various turning movements resultant from accelerating development and associated traffic in the area of Twentieth Avenue, and specifically funds fault with the manner in which north -bound traffic off the "Blue Bridge" on SR -12 which intends to proceed east on I-182 must weave through the east -bound I-182 traffic which intends to exit at the Twentieth Avenue Interchange via the collector -distributor road shown in the Interchange design, and the City believes that the growing amount of this traffic will constitute a hazard and will discourage use of the Interchange, and that as a consequence of such, the resultant congestion will constitute a traffic hazard, together with -becoming a negative factor to the highest and best development in the area of Twentieth Avenue Section 2. The City Council feels that the existing and future development of the frontage on Twentieth Avenue from I-182, north to the Tri -Cities Airport, has not been given proper consideration in the design of the Interchange. Section 3. The City Council is of the opinion that the rapid growth of the Tri -Cities area and the concommitant growth in the use of the Tri -Cities Airport is a factor in future traffic projections that must be treated with concern. In a like manner, planning must take into account the existence of Columbia Basin College with its growing enrollment and the possibility that it might be designated a four- year college at some time in the future. Section 4. The City Council believes this Interchange deserves special treatment because of the fact that it will be the only interchange between the planned interchange at Road 68 and the present interchange at 4th Avenue in Pasco, and that the interchange is unique because of the location of Columbia Basin College and the Tri -Cities Airport. -2 - Section S. The City Council believes that the Twentieth Avenue Interchange design was based on soft tenuous population projections which were on the low side, and suggests that more recent firm projections should have been employed in developing the final design for the Interchange. Section 6. The staff and City Council have reviewed the Interchange design with the District Engineer and staff and have not been able to achieve an understanding that some modification of the Interchange is necessary, and with the further understanding that: the present design meets with headquarters' approval, the Council appeals to the Transportation Commission to consider the merits of the City's objections with the view of ordering a redesign of the Interchange, and for this purpose, the City Council requests an early meeting with the Commission.
