A RESOLUTION of the City Council of the City of Pasco endorsing and stating
its support for a constitutional amendment to permit tax increment financing
in the State of Washington.
W H E R E A S, tax -increment financing allows a City Council to sell
bonds to do redevelopment projects that lead to private investment and development
of a specific area, and then to pay off such bonds by use of the increased property
taxes on the pre -established redevelopment district; and
WHEREAS , this is a good method of financing redevelopment projects
because it allows them to be paid for .without use of general tax revenues, and the
private development provides jobs ,and needed improvements for the community; and
WHEREAS , tax increment financing is used and accepted in 20 states, and
is very widely used under the Oregon Constitution by Oregon cities in the Portland
Metropolitan area, but is unavailable to Washington cities at present; and
W H E R E A S , it will be proposed in the next Legislature that an amendment be
made to the Washington State Constitution to provide for such tax increment
financing in this State; NOW, THEREFORE ,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PASCO:
Section 1. That the City Council of the City of Pasco hereby states its
support for an amendment to the Washington State Constitution to permit local
bodies of government to choose to use tax increment financing, and it urges the
Legislature to approve such a constitutional amendment and submit it to the voters
at the 1979 general election.
Section 2. That copies of the Resolution should be sent by the City Clerk to
the Honorable Harold McKibben, Honorable Al Bauer, Honorable Al Henry,
Honorable Hal Zimmerman and Honorable Dennis Heck.
