HomeMy WebLinkAbout1169 ResolutionRESOLUTION NO. 1169 A RESOLUTION OF THE CITY OF PASCO CONCERNING THE ENERGY CRISIS WHEREAS , the Tri -Cities Committee on Energy Conservation, a cross section of business, utilities and organizations in the Tri -Cities, has, in the course of its endeavors to promote energy conservation and energy use efficiency, become increasingly concerned about the overall energy crisis and its ultimate potential detrimental effect on our economic and political institutions; and W H E R E A S , the Committee and the City Council of the City of Pasco recognize that energy conservation is only one major facet in a sound national energy management plan; and WHEREAS , the Pasco City Council believes that the vast majority of our citizens would affirmatively respond to a national energy management plan which includes substantive, energy conservation thrusts; and WHEREAS , the Pasco City Council strongly supports the need of maximizing conservation and energy efficient technology, we do not subscribe to the concept of "economy of scarcity" and firmly believe that it is essential to develop abundant sources of energy for people to be further freed from the slavery of back -breaking physical labor and to enjoy the material things of life which can be produced with an abundance of energy. WHEREAS , the Pasco City Council believes the failure of our national leaders to come to grips with the energy problem has resulted in uncertainty among the people as to the seriousness of the problem and in mistrust of their elected representatives; and WHEREAS , the Pasco City Council also recognizes that there are some people who believe, or profess to believe for their own purposes, that there is no energy problem and urge that nothing be done; and W H E R E A S , the Pa sco City Council believe that the va st maj ority of our citizens recognize the falacy of a "do-nothing" philosophy and that there is much to be done for this country to regain control of its energy destiny which is being lost due to our purchase of foreign oil in increasingly greater amounts as our domestic sources fail to provide for our increasing needs; and W H E R E A S , the Pa sco City Council believe that the hour is late and further failure to take action on a clear and energetic energy policy will be extremely devastating to this nation's immediate and long-term political and economic institutions; and W H E R E A S , the Pasco City Council believe that it is time to quit talking about the merits of one energy resource over another because it should be evident to all reasonable and thoughtful persons that energy is so vital and essential to all societies that this nation needs to develop ALL forms of energy resources, with due regard to maximizing use of currently available technologies to ensure an energy strong America while alternative energy resources are being developed, in order to support a meaningful way of life for all people, N O W, T H E R E F O R E, RESOLUTION NO. 1169 - 2 - THE CITY COUNCIL OF THE CITY OF PASCO DOES RESOLVE AS FOLLOWS: Section 1. The City Council of the City of Pasco respectfully requests the State of Washington Congressional delegation to immediately renew their pursuit of a comprehensive energy policy utilizing all technologies at hand, and adoption of a vigorous implementation plan which recognizes the catastrophic nature of the energy crisis. Section 2. The Mayor is hereby authorized to transmit this resolution to the State of Washington Congressional representatives and other appropriate authorized organization, governmental entities or interested parties. Section 3. This resolution shall be in full force and effect after its passage as required by law. PASSED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, this 5 day of May , 1978.
