RESOLUTION NO. 1155
WHEREAS the City of Pasco is the owner of certain restaurant
facilities located on the Pasco Municipal Golf Course in the City of
Pasco, and
WHEREAS in connection with the operation of said restaurant,
it is proper and necessary and in the best interest of the City to have
operated the restaurant facility on a concession basis, and
WHEREAS Elsie L. Davis has warranted and represented to the
City of Pasco that she is capable of operating said restaurant
facility; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PASCO:
That the proper officials of the City of Pasco be and the same
are hereby authorized to execute an agreement with Elsie L. Davis for
the concessionaire operations of the restaurant owned by the City of
Pasco located on the City of Pasco Municipal Golf Course, said agreement
to be substantially in the form as the agreement attached hereto and
by this reference incorporated herein as though full set forth herewith.
PASSED by the City Council of the City of Pasco, Washington,
this 6 day of March 1978.

RE: FOOD CONCESSION AGREEMENT-PASCO MUNICIPAL GOLF COURSE
Please find attached a copy of a revised agreement with Elsie Davis
to operate the food concessions at our golf course. The main changes
in this agreement compared to the 2/10/78 draft are (1) an option
clause and (2) additional wording in paragraph 9.
We also looked into the possibility of the concessionaire paying for
all utilities. The total utilities for the restaurant are approx-
imately $1,550 per year. I do not feel it would be in the City's
best financial interest to require the concessionaire to pay for all
utilities and then pay the City 10% of the net operations as was
suggested by council. The estimated net for the year will be approx-
imately $45,000 based on a gross of $100,000. Thus the 10% the City
would recieve would be $4,500. If we required the concessionaire to
pay 10% of the gross, which is estimated to be $100,000, the City
would then recieve $10,000. You can see we estimate that the. City
could receive $5,500 more if we require 10% of the gross as in the
attached contract. In addition, Mrs. Davis indicated she would not
be interested in the operation unless the contract included her
paying 10% of the gross.
