HomeMy WebLinkAbout1120 ResolutionRESOLUTION NO. 1120 WHEREAS the limited access facility of Lewis Street between Road 28 and 18th Avenue was constructed by the State of Washington in 1952 and that Lewis Street was classified as a Federal Aid Primary Highway and functioning as PSH No. 3, and WHEREAS Lewis Street was at that time serving National, State and Regional transportation needs, and WHEREAS the need or desirability on having access to the abutting property was insignificant because of the agricultural and rural nature of the abutting county property, and WHEREAS the construction of a modern four lane freeway, SR 12, resulted in the certification and turn back of Lewis Street in 1965 because it no longer served State transportation needs, and, WHEREAS since that time the abutting and vicinal property is now within a well developed commercial area of the City of Pasco, and WHEREAS the present and projected use of the city street primarily serves the local community, and WHEREAS the removal of limited access designation would not significantly affect the capability of the street to handle present or projected traffic thereon, and WHEREAS with a reduction in speed limit from 45 mph to a proposed 35 mph would reduce the potential for serious accidents and in particular vehicle -pedestrian accidents; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PASCO: That it is the considered intention and desire of the Pasco City Council to remove the limited access designation from Lewis Street (Road 18 to 28th) and that a copy of this resolution be transmitted to the Federal Highway Administration via the Washington State Highway for the purpose of requesting the authorization or approval of such intended action since it is reauired because Lewis Street is in the Federal Aid Metropolitan System and Federal dollars were involved in the original construction of Lewis Street between 18th and 28th. Dear Mr. Bulley: The Pasco City Council, at their Regular Meeting of October 3, 1977, adopted Resolution No. 1120, a copy of which is attached hereto, and requested that this Resolution be transmitted through your department to the Federal Highway Administration for their consideration. I would, therefore, appreciate you referring this request to Mr. Gregson of the Federal Highway Administration, in order that the necessary approval can be obtained in the event the City Council wishes to amend the Pasco Municipal Code to remove the existing limited access designation from Road 28 to Road 18 on Lewis Street.
