A RESOLUTION RELATING TO THE COMMUNITY DEVELOPMENT
POLICY PLAN AND AUTHORIZING AN ADDENDUM TO THE AGREEMENT
BETWEEN THE CITY OF PASCO AND POLICY SCIENCES INCORPORATED.
WHEREAS the City of Pasco and Policy Sciences Incorporated
have heretofore entered into an agreement dated August 15, 1977,
for the preparation of a community development policy plan, which
agreement is by this reference incorporated herein as though fully
set forth, and
WHEREAS the City of Pasco and Policy Sciences Incorporated
desire to enlarge the scope of services of the above referenced
agreement to include management of the comprehensive park plan being
undertaken by the Pasco Park Department, and
WHEREAS it is in the best interest of the City of Pasco to
eliminate the possibility of duplication of effort between the planning
processes Yand to insure the optimal use of available planning
resources by the above referenced integration of the park planning
process into the community development policy planning process; NOW,
THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PASCO:
That the Mayor of the City of Pasco be and he is hereby
authorized to execute on behalf of the City of Pasco an addendum
to agreement between the City of Pasco and Policy Sciences Incorporated
to amend the August 15,1977, agreement between the two parties, above
referenced, to enlarge the scope of services to include management
of the comprehensive park plan being undertaken by the Pasco Park
Department, said addendum to agreement to be substantially in the form
of that agreement attached hereto and by this reference incorporated
herein as though fully set forth; provided, however, that the additional
fee paid to the Policy Sciences Incorporated for the enlarged scope of
work shall not exceed Eight Hundred & 00/100 ($800.00) Dollars.
Passed by the City Council of the City of Pasco, Washington,
this 19 day of September , 1977.

ADDENDUM TO AGREEMENT
THIS ADDENDUM TO AGREEMENT, entered into this 19 day of
September , 1977, by and between the CITY OF PASCO,
T^IASHINGTON (hereinafter referred to as the client),.and POLICY
SCIENCES INCORPORATED (hereinafter referred to as the consultant);
WITNESSETH:
WHEREAS the client and the consultant have heretofore entered
into an agreement dated August 15, 1977, for the preparation of a
community development policy plan, which agreement by this reference
is incorporated herein as though fully set forth,
WHEREAS the client and the consultant desire to enlarge the
scope of services of the above referenced agreement to include
management of the comprehensive park plan being undertaken by the
Pasco Park Department, such management to be done by integration
of the Park Planning Process into the Community Development Policy
Planning Process and utilization of the same Nested. Program, logic
technique,
WHEREAS it is in the best interests of both the client and
consultant to eliminate the possibility of duplication of effort
between the planning processes and to insure the optimal use of
available planning resources by the above referenced integration,
and
WHEREAS the consultant warrants that he is qualified and desires
to undertake the services as amended for an additional fee of Eight
Hundred & 00/100 ($800.00) Dollars, NOW, THEREFORE,
The parties hereto do mutually agree to amend their original
agreement of August 15, 1977, incorporated herein,as follows:
I.
AMENDED PARAGRAPHS
A. Paragraph I.A., page 1 of the aforementioned agreement is
hereby amended as follows:
After the paragraph which ends decision made by the
consultant." the following paragraph is added:
"The consultant shall also integrate into the existing policy
plan documentation the planning process of the client's
Comprehensive Park Plan. The consultant will then manage the
development of this plan.as described above in conjunction
with the Director of the Park Department who shall retain the
right to alter, deny or accept any management decision made
by the consultant."
B. Section III: Payment is amended as follows:
In paragraph three of this section, the phrase "exceed Twenty -
Four Thousand Dollars ($24,000.00)," is hereby deleted, and for
it is substituted the phrase "exceed Twenty -Four Thousand Eight
Hundred Dollars ($24,800.00)."
Line A of Section III, which reads "A. Ongoing Management (Task
0.2) $3,000.00" is hereby deleted, and for it is substituted:
"A. Ongoing Management (Task 0.2) $3,800.00."
The line entitled "Total" on page 4 is hereby deleted and for
it substituted the line:
"Total
$24,800.00"
No other provision of the aforementioned agreement is altered
by this Addendum to Agreement.
IN WITNESS WHEREOF, the City of Pasco and Policy Sciences
Incorporated have executed this Addendum to Agreement on the day and
year first above written.
