WHEREAS, the City of Kennewick, Washington, has expressed an
interest in purchasing water from the City of Pasco sometime in the
future and upon completion of the new Inter -City Bridge now under
construction, and
WHEREAS, the City of Kennewick has further indicated that it
would pay the entire price of an intertie to carry such water from
Pasco to Kennewick via the new Inter -City Bridge, and
WHEREAS, the City of Kennewick has requested that the City
of Pasco indicate its policy with respect to the sale of water to
Kennewick in emergency situations; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PASCO:
That the City of Pasco is willing to sell water to the City
of Kennewick in emergency situations when such sale of water would
not operate to the detriment whatsoever of the citizens of. the City
of Pasco and those other current customers of the City of Pasco Water
System. The City Council of the City of Pasco by a two-thirds
majority vote will be the sole judge of whether such sale of water
would operate as a detriment to the citizens of the City of Pasco
and other current customers of the City of Pasco Water System.
