RESOLUTION RELATING TO THE PASCO-KENNEWICK INTERCITY BRIDGE
AND APPROVING SUPPLEMENT AGREEMENT NO. 4.
WHEREAS, the City of Pasco and the City of Kennewick have
heretofore entered into agreements with the State of Washington,
acting by and through the Washington State Highway Commission and
the Department of Highways for the purpose of obtaining funds to
finance the construction of the Pasco -Kennewick Intercity Bridge,
and
WHEREAS, the Cities of Pasco and Kennewick have been unable
to secure sufficient financing to continue to meet their pro -rata
share of the construction expenditures on this federal aid project
for the period of March 1, 1977, through the project completion
as required by existing by federal law and Federal Aid Project
Agreement Numbers BRM -5015(2) and FAM -5015(1), and
WHEREAS, the State has provided motor vehicle funds for
project expenditures becoming due and payable during the period
from March 1, 1977, through July 31, 1977, and in accordance with
the provisions of Supplemental Agreements No. 2 and 3, and
WHEREAS, the Cities are actively seeking and anticipating
revision of federal law by October of 1977 thereby reducing the
Cities matching the requirements for the project, and
WHEREAS, the Cities have requested the State to provide
State motor vehicle funds as may be required to enable the Cities
to obtain federal aid matching funds for the completion of the
project in accordance with and to meet the obligations becoming
due and payable by the aforesaid federal -aid project agreements
for the period of March 1, 1977, until project completion, said
advancements to be.reimbursed promptly to the motor vehicle funds
upon revision of federal -aid matching requirements or from other
funds that may become available; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
That the Mayor of the City of Pasco be and he is authorized
to execute the document entitled Supplemental Agreement No. 4,
attached hereto and by this reference incorporated herein, between
the City of Pasco, the City of Kennewick and the State of Washington
for the purpose of obtaining advancements from the State of Washington
in order to meet the obligations of the Pasco -Kennewick Intercity
Bridge construction becoming due and payable by federal aid project
agreeements BRM -5015(2) and FMA -5015(1) for the period of March 1,
1977, until the project is completed, said advancements to be
reimbursed promptly to the motor vehicle fund upon the revision
of the federal aid matching requirements, or from other funds that
may become available in accordance with the priorities set forth
in the agreement.
