A RESOLUTION OF THE CITY OF PASCO AUTHORIZING
THE ADDITION OF AN ADDENDUM TO THAT AGREEMENT
BETWEEN THE CITY OF PASCO AND THE MID -COLUMBIA
MENTAL HEALTH CENTER FOR SPACE IN THE EAST
PASCO NEIGHBORHOOD FACILITY
WHEREAS, Mid -Columbia Mental Health Center, Inc., has
entered into a lease agreement with the City of Pasco for
certain office space located in the East Pasco Neighborhood
Facility for the term November 1, 1975, through October 31,
1978, and
WHEREAS, Mid -Columbia Mental Health Center, Inc., now
requests additional space with certain changes and improvements,
and,
WHEREAS, the City Council has reviewed this request and
finds it to be in the City's best interests to agree to lease
further space to Mid -Columbia Mental Health Center, Inc., now,
therefore,

IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PASCO as follows:
Section 1. The City Council hereby authorizes and directs the
City Manager to enter into an Addendum Agreement with
the Mid -Columbia Mental Health Center, Inc., said Addendum
Agreement attached to'this Resolution and by this reference
incorporated herein.
Section'r2. This, resolution shall become effective upon its
passage.

RE: Rental of Space at East Pasco Neighborhood Facility
As you will note by the attached letter from Allan Paulsen, the
Mid -Columbia Mental Health Center is requesting additional space
at the East Pasco Neighborhood Facility. I can see no problem
with numbers 1, 2, and 3 of this request. Basically .in number 1
they want us to install a wall in one of their current rooms,
which we can do at a small cost with existing materials. In
number 2 we had already planned on installing a ceiling in the
storage area, and of course in number 3 there is no cost to us
and it would enhance the rooms. Request number four does however
require some costs inasmuch as he is requesting lighting for the
parking lot. I talked with the Franklin County P.U.D. who
indicated that they could put another light on two existing street
lights that are located by the parking lot. There would be no
cost to the city for installation, however, we would have to
pay the small monthly charge. To solve our problem of lighting
I would suggest that the Engineering Department contact the
P.U.D. and authorize the installation of two arms with lights
on the existing poles. I will also check with Jim Ajax on this
matter. I do feel, however, that good long range planning would
include a complete outdoor lighting plan around the facility.
You might note that the additional revenue for the rental of the
current storage area would be $633.60 per year. I discussed this
with Pat Roach who indicated that we can simply add an addendum
to this lease and have it approved by Council. I have attached
a copy of the lease and the addendum that Pat prepared.

Dear Dick:
As Verle Bjur and I discussed with you today, we wish to make some
modifications of our space in the East Pasco Neighborhood Facility.
Our program in Pasco is expanding and we need more usable space for
clients and staff immediately. Specially, we ask your cooperation
in making the following changes:
1. We would like a permanent partition installed in
the larger of our two rooms to create two separate
offices.
2. We would like to rent the storage room adjacent to our
present counseling area at the same rate as our present
lease. We will provide a carpet and a movable screen
for the sink and water heater. We ask that the in-
stallation of a ceiling in this room be incorporated
in your present plans to finish the ceilings in the
building.
3. We want to paint the concrete block walls in the
offices we rent, and we are willing to supply both
the paint and the labor.
4. We request that the lighting in the parking be in-
creased to improve the safety of those who use the
building at night. This might be accomplished with
least expense by having the lights on the sidewalk.

lighting is a real barrier to community use.
Needless to say, we are reaffirming our conudttment to remain tenants
of the building and participate in its development as an active com-
munity center. I hope we can work closely toward this end in the
future.

of the premises by any one other than .the Lessee, such sublessee, and the
agents and servants of the Lessee, or of such .sublessee.
5. This lease may, at the option of the Lessee, be renewed for 3 years, at
an annual rental, divided into 12 equal monthly payments, herein agreed to be
paid as based on the cost of living index determined by the revised Consumer
Price Index (1957 - 59 = 10.0) published by the Bureau of Labor Statistics,
United States Department of Labor (Seattle - for all items). In this regard, it
is understood and agreed that each year commencing November 1, 1978, and cor
tinuing on November 1 of every year thereafter that the annual rental for each of
the next succeeding three years shall be determined by multiplying the sum of
$3.00 per square foot by the then current index representing the cost of living
on said date and dividing the result by the index on November 1, 1978.
6. The Lessor shall furnish to the Lessee, during the occupancy of the pre -
raises, under the terms of this lease, as part of the rental consideration, the
following: Adequate heat, light, water, electricity, air conditioning., rest
room facilities, .parking space and janitorial services. Janitorial services in -
eludes window washing, restoom supplies, light bulbs and garbage collection
and disposal. The Lessor shall maintain the premises in a safe condition.
7. The Lessee shall indemnify the Lessor from all liabilities, expenses, ane
losses incurred by the Lessor as a result of any accident, injury or damage to
person or property which happens on.or about the leased space, or the building
in which the space is located, or the surrounding grounds, which is caused by
any act, omission or negligence of the Lessee, its agents, officers or employe

lease, except in case of damage arising from the act or the negligence of the
Lessee's agents or employees. For the purpose of so maintaining the premises

placed in or upon or, attached to the said premises shall be and remain the pro-
perty of the Lessee and may be removed therefrom by the Lessee.upon the
termination of this lease. Following removal of any alterations or attachments,
the Lessee agrees to restore the premises to its original condition,
10. Any and all payments provided for herein when.made to the Lessor by
the Lessee shall release the Lessee from any obligation therefor to any other
party or .assignee.
11. The Lessee shall pay the Lessor for the premises rent at the rate of $3.00
per square foot per year for 550 square feet for an annual rental fee of $1,650.
Rental fee payments shall be paid monthly at the rate of $137.50 per month pay-
able in advance. Payment shall be made at the first of each rental month,
beginning on or about November 1, 1975.
12. In the event the leased premises are destroyed or injured by fire, earth-
quake, or other casualty so as to render the premises totally unfit for occu-
pancy, or the Lessor neglects or refuses to restore said premises to their forme
condition, then the Lessee may terminate this Lease and shall be reimbursed for
any unearned rent that has been paid. In the event said premises are partially
destroyed by any of the aforesaid agencies, the rent herein agreed to be paid
shall be abated from the time of occurrence of such destruction or injury until
the premises are again restored to their.former condition, and ally rent paid by
the Lessee during the period of abatement shall be credited upon the next in-
stallment of rent to be paid.

ADDENDUM
THIS ADDENDUM made and entered into this day of ,
1977, by and between the City of Pasco, a municipal corporation,
hereinafter called the Lessor, and Mid -Columbia Mental Health Center,
Inc., hereinafter called the Lessee:
WITNESSETH:
The parties.hereto for and in consideration of the mutual benefits
to be derived from agree as follows:
1. This Addendum shall be attached to, incorporated in and a
part of .that lease agreement the term of which began on or about November
1, 1975,.and ended on October 31, 1978.
2. Lessor agrees to lease to Lessee additional space of 176 square
feet in the'East Pasco Neighborhood Facility which currently has been
used as a storage area at the rental rate of $3.00 a square foot per
year which equals $52.80 a month or $633.60 per year.
3. Lessee and Lessor agree that the terms of this Addendum
shall be identical to the terms of the lease agreement above referenced.
4. Lessee agrees that it will provide a carpet and a movable screen
which a sink and water heater to be located in the property lease under
this Addendum agreement.
5. This Addendum agreement shall be in full force and effect
on the date first above written.
