A RESOLUTION OF THE CITY OF PASCO AUTHORIZING THE CONSTRUCTION
IMPACT GROUP TO REPRESENT THE CITY IN NEGOTIATIONS WITH
WASHINGTON PUBLIC POWER SUPPLY SYSTEM.
WHEREAS, the City of Pasco has agreed to participate with other local taxing bodies
in the preparation of a Study and Application showing the impact of the construction of
nuclear power reactors; and
WHEREAS, the Study has been prepared by Management Consulting Services and
reviewed by representatives of participating jurisdictions meeting as the Construction
Impact Group; and
WHEREAS, submission of an Application to the Washington Public Power Supply System
is needed to obtain funds needed to mitigate the impacts shown by the study,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS:
Section 1. The Construction Impact Group is hereby advised of the desire of our
taxing district to have our application included in a consolidated Report/Application to the
Washington Public Power Supply System.
Section 2. The Construction Impact Group through its members or a delegated
negotiated team is authorized to represent our taxing body in negotiations with the
Washington Public Power Supply System.
Section 3. Our taxing district agrees on the position included.in the Construction
Impact Report by Management Consulting Services regarding:
(a) Reimbursement for Secondary Impacts
(b) Utilization of Excess Capacity
(c) Standard Expenditure Levels
