A RESOLUTION OF THE CITY OF PASCO COMPLYING WITH
FEDERAL REGULATIONS WITH RESPECT TO SECTION 3
AFFIRMATIVE ACTION PLAN FOR THE CENTRAL BUSINESS
DISTRICT PROJECT.
WHEREAS, The City of Pasco has approved a plan for
redevelopment of the Central Business District of the City; and
WHEREAS, Federal Block (;rant funds will be used for a
Portion of said project; and
WHEREAS, The City of Pasco deems it in the City's best
interests to adopt the following Section 3 Affirmative Action Plan
for the Central Business District Project in compliance with Federal
Regulations;
NOW, THEREFORE, The City Council of the City of Pasco does
resolve as follows:
Section 1: The Section 3 Affirmative Action Plan for the Central
Business District (CBD) Project, City of Pasco, Pasco,
Washington, a copy of which is marked Exhibit "A", attached
hereto and by this reference incorporated herein, is hereby
enacted.
Section 2: This Resolution shall be in full force and effect
after its passage.

EXHIBIT A
SECTION 3 AFFIRMATIVE ACTION PLAN
FOR THE CENTRAL BUSINESS DISTRICT
(CBD) PROJECT, CITY OF PASCO,
PASCO, WASHINGTON
This plan is developed in accordance with Section 3 of the Housing
and Urban Development Act of 1968 for Section 3 covered projects.
(a) The approximate dollar value of all contracts to be awarded for
all types, professions or trades �is,$5O0',000.00 over the duration of
the CBD project.
(b) An attempt shall be made to award all contracts to eligible
business concerns located within the project area (political jurisdiction
of the City of Pasco).
(c-1) A copy of the City of Pasco's affirmative action plan shall be
included as a part of all bid documents.
(d) The "Bid Conditions" setting forth,,affirmative action and equal
employment opportunity requirements shall be included in all bid
documents for use in connection with non-exempt Federal and Federally
assisted construction contracts in the area of jurisdiction of the
Southeastern Washington Building and Construction Trades Council as
follows: all of Benton, Franklin and Walla Walla Counties, Grant County
to Highway 2 and the Southwest corner of Adams County, Washington.
(f) Whenever feasible, all contracts that are typically let on a
negotiated basis shall be let on a negotiated basis in a Section 3
covered project area.
(g) All bidders must submit their utilization goals, including their
plan for implementing parts 135.40 and 135.55 of Section 3 of the HUD
Act of 1968 for Section 3 covered projects and their affirmative action
plans for accomplishing their goals in order for the City of Pasco to
determine the responsiveness of the bid.
IMPLEMENTATION
The City of Pasco shall, in implementing this affirmative action plan,
make a,goodfaith effort to achieve its goals by advertising through
the Tri -City Herald newspaper and notifying agencies and organizations
such as: Eastern Washington Minority Contractors Association, Opportunities
Industrialization Center, East Pasco Neighborhood Council, NAACP, Tri -City
Latin American Association, Benton -Franklin Community Action Committee,
National Organization for Women, Employment Security, Washington State Human
Rights Commission, etc..
