HomeMy WebLinkAbout1036 Resolution1036 RESOLUTION NO. A RESOLUTION APPROVING PARTICIPATION IN CONSTRUCTION IMPACT STUDY AND APPLICATION TO WPPSS. WHEREAS, the Washington Public Power Supply System (WPPSS) is constructing nuclear reactors for generation of electrical power in the Hanford Area, and WHEREAS, Washington State allows WPPSS to make payments to assist governmental units in meeting the socio-economic impact caused by such construction, and WHEREAS, the State of Washington has required WPPSS to make construction impact payments, and WHEREAS, WPPSS has agreed to make such payments, but has indicated that the "burden of proof" is the responsibility of local taxing districts, and WHEREAS, at the request of WPPSS, local taxing districts, except for school districts who are working jointly, but separately, have mutually agreed to work together in the preparation and submission of an application, and WHEREAS, prospective consultants have been invited to indicate interest in preparing the study/application, and WHEREAS, interviews have been conducted of four qualified firms, and WHEREAS, representatives of the participating taxing districts have met as a Construction Impact Group and recommended a contract with Naramore, Bain, Brady and Johanson (NBBI)/Management Consulting Services for an amount not to exceed $58,000, and WHEREAS, the Construction Impact Group has recommended that the expense of the study be paid on a pro -rata basis by the participating jurisdictions, and WHEREAS, the City of Pasco desires to participate in the study and to be included in the application in the event impact can be shown to result from the WPPSS projects; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DOES RESOLVE AS FOLLOWS: -2- Section 1. The attached contract with Naramore, Bain, Brady and Johanson (NBBJ)/Management Consulting Services is hereby approved and the Mayor is authorized to execute the agreement. Section 2. It is understood that the following shares will be provided: Kennewick $26,250; Pasco $7,500; Richland $26,250; all other taxing districts $1,000'. And, that Kennewick, Pasco and Richland's shares shall be reduced proportionately depending upon the number of taxing districts who approve participation in the contract. .Section 3. The City of Richland is hereby authorized to serve as fiscal agent for purposes of contract administration and subsequent adjustments among the participating taxing jurisdictions. Section 4. The Mayor and City Manager are hereby designated to serve as representatives of the City of Pasco on the Construction Impact Group which shall serve as the work group to meet and advise the Consultant on a regular basis and serve as a liaison between the Group and the City of Pasco. Section 5. This Resolution shall be in full force and effect after its passage as required by law.
