RESOLUTION NO. 1029
A RESOLUTION OF CITY OF PASCO PROVIDING A UNIFORM
POLICY FOR APPOINTING PERSON TO BOARDS AND
COMMISSIONS.
WHEREAS, the City Council of the City of Pasco is empowered
to appoint members to Boards and Commissions pursuant to the
provisions of RCW Title 35, and
WHEREAS, in.the exercise of this power, it is the desire of the
City Council to establish a consistent policy in its decision making
role to fairly and equally evaluate those citizens of the community
who demonstrate a desire to serve on such Boards or Commissions,
now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO DO RESOVE AS FOLLOWS:
Section I: ANNOUNCEMENT OF VACANCY OR CONSIDERATION FOR REAPPOINTMENT:
At such time as a vacancy occurs or 90 days prior to the
expiration of a term of office currently filled on Board or
Commission unless otherwise specifically provided by law for
the particular Board or Commission, it shall be the policy of
the City Council to:
(1) Establish a 60 day filing period for:
a. Interested residents of the community not currently
a member of an advisory Board or Commission to submit
an application and resume for consideration of
appointment, or,
b. Current members of an advisory Board or Commission
whose terms shall expire within 90 days to submit
an application for consideration for reappointment.
(2) Publicly announce the position vacancy or consideration
for reappointment in the official newspaper of the City.
Section II: FORMS:
The City Manager shall direct the preparation of appropriate
forms including, but not limited to, application for appointment,
and reappointments, citizen (community service) profile forms,
resume forms, etc.
Section III: INITIAL APPOINTMENT CRITERIA:
It shall be the policy of the City Council to evaluate each
applicant on an objective basis utilizing the following criteria:
A. Residency. Unless otherwise specifically provided by law for
the particular Board or Commission, applicants for positions
on any Board or Commission should be a resident of the City
of Pasco. If exceptions are made, the applicant shall live
within the Tri -City area or Franklin County.

B. Sectional Composition. Normally, consideration should be
given toward maintaining an equitable balance of community
representation on all Boards and Commissions.
C. Occupation. The Council shall attempt to maintain a broad
mix of occupational backgrounds on all Boards and Commissions.
D. Knowledge of Municipal and Planning Processes. When ranking
equally qualified applicants, the Council shall consider
background experience and knowledge of the municipal process
in reaching its decision.
E. Contributive Potential. The Council shall evaluate the
potential contribution that each applicant may make if
appointed to a Board or Commission. Criteria to guide the
Council in its evaluation could include:
(1) Ability to communicate;
(2) Desire to perform public
(3) Ability to express'ideas,
(4) Desire to participate in
service;
concepts or philosophies;
decision-making process.
F. Leadership Potential. Since each appointee may be called
upon to serve as a Chairman, the Council shall evaluate
leadership abilities, such as:
(1) Past or present leadership experiences (current employment,
special interests, etc.)
(2) Past or present participation in community services.
(3) Expressed interest in a leadership role.
Section IV: REAPPOINTMENT CRITERIA:
A. Except in "-he event of unusual circumstances it shall be
the policy of the City Council to limit membership on
municipal advisory bodies to two full consecutive terms.
B. It shall be the policy of the City Council to ensure that an
equitable balance of interests is represented on all advisory
bodies at the time reappointments are considered.
C. At such time as a reappointment is being considered, and
such reappointment is not subject to the mandatory consecutive -
term clause, the Council shall be guided by the following
performance criteria:
(1) Regularity of attendance;
(2) Understanding of Board or Commission function;
(3) Demonstrated leadership;
(4) Effectiveness;
(5) Demonstrated contribution during past term of office
on issues, programs, policies, etc., of the advisory
Board or Commission.
(6) Objectiveness.
Section V: COUNCIL ACTION:
A. Council Interview Period. It shall be the privilege of the
Council to personally interview each applicant individually,
at a time and place to be designated by the Council.
B. Council Evaluation. After each applicant or member is
evaluated, the Council shall deliberate and reach a decision
at its earliest convenience.
C. Decision & Announcement. Each applicant shall be notified
by mail of the decision of the Council. The Council
shall also notify the Chairman of the Board or Commission
concerned of its decision.
Section VI: This resolution shall be in effect upon passage.
