A RESOLUTION OF THE CITY OF PASCO, ESTABLISH-
ING A PASCO CIVIC ARTS COMMISSION, PROVIDING
FOR MEMBERSHIP THERETO, ESTABLISHING TERMS
OF OFFICE AND RESPONSIBILITIES OF THE .COM-
MISSION.
WHEREAS, The City Council of the City of Pasco,' Washington find that it
is in the public interest, good and welfare to provide local Civic and Art services
and to have available to the City and its citizens a group established with regard
to visual and performing arts; NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS:
Section 1. Membership. There is hereby established a PASCO CIVIC ARTS
COMMISSION which shall be composed of seven (7) members who shall be ap-
pointed by the Mayor and confirmed by the City Council. At least four (4) members
of the Commission shall be involved in the instruction or otherwise professionally
engaged in the visual and performing arts.
Section 2. Terms of Office. The terms of membership of the Pasco Civic
Arts Commission shall be four years. For the first appointments to the Commis-
sion, however, the appointments shall be: two appointments for a 4 -year term;
two appointments for a 3 -year term; two appointments for a 2 -year term; and one
appointment for a 1 -year term.
Section 3. Officers: Members of the Commission shall meet and elect
from the members of the Commission,a Chairman, a Vice Chairman and such
other officers as may be determined by the Commission. It shall be the duty of
the Chairman to preside at all meetings.
Section 4. Powers and Duties: The Commission is empowered to advise
and make recommendations to the Mayor, City Council, City Manager or other
Commissions or Boards of the City on matters; including, but not limited to those
set forth hereinafter. The activities of the Commission shall include the following:
A. To represent the City's interest in Art matters and to be a spokes-
man group for Art matters in the City and to keep the Mayor and
City Council informed on all such related matters;

B. To be a central body to whom Art Organizations, artists and any
one interested in cultural advancement of the community may
come for information or assistance;
C. To encourage and aid programs for cultural enrichment of Pasco's
citizens;
D. To cooperate and assist existing organizations in the field of art,
and to develop cooperation with schools and regional and National
art organizations;
E. To explore ways and methods of obtaining and providing local, State,
and Federal funds to promote art projects within the community;
F. To review and make recommendations on all works of art acquired
by th e C i ty;
G. To render any other advice: and assistance in the field of art and
beautification as requested;
H. To render any other assistance to the City in any other artist activi-
ties as may be referred to them by the City.
Section 5. Effective Date: This Resolution shall be in full force and ef-
fect after its passage as required by law.
