RESOLUTION NO. 994
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PASCO, WASHINGTON DECLARING ITS INTENTION TO
ORDER THE CONSTRUCTION AND INSTALLATION OF A
SIXTEEN (16) INCH WATER MAIN EXTENSION TOGETHER
WITH APPURTENANCES ALONG THE EAST -WEST CENTER
OF SECTION LINE, SECTION 20, TOWNSHIP 9 NORTH
RANGE 30 EAST W. M. FROM THE END OF THE EXISTING
TWELVE (12) INCH MAIN IN THE CITY CEMETERY EAST TO
INTERSECTION WITH THE CENTER LINE OF WYOMING
AVENUE ALL WITHIN THE CITY OF PASCO; SAID EXTEN-
SION TO BE CONSTRUCTED TO CITY STANDARDS BY
FURNISHING ALL EQUIPMENT, MATERIAL, LABOR AND
INCIDENTALS TO ACCOMPLISH A COMPLETED PROJECT
AND TO CREATE A LOCAL IMPROVEMENT DISTRICT TO ASSESS
A PORTION OF THE COST AND EXPENSE OF CARRYING OUT
SAID WATER LINE EXTENSION AGAINST THE PROPERTY
SPECIALLY BENEFITED THEREBY: AND NOTIFYING ALL
PERSONS WHO MAY DESIRE TO OBJECT TO SAID IMPROVE-
MENTS TO APPEAR AND PRESENT THEIR OBJECTIONS AT A
MEETING OF THE CITY COUNCIL TO BE HELD AUGUST 5-,
1975.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASH-
INGTON, AS FOLLOWS:
Section 1. It is the intention of the City Council of the City of Pasco, Washington,
to order water line construction consisting of furnishing and installing pipe and do-
ing all incidental work to complete the installation of water line and appurtenances
in the City of Pasco, Washington to wit:
from the end of the existing twelve (12) inch main in
the City Cemetery east to intersection with the center-
line of Wyoming Avenue, all within the City of Pasco.
Section 2. The total approximate estimated cost of such improvements is $60,000.
with approximately $30,000. of the total cost and expense of said improvement to
be borne by and assessed against the properties specially benefited by such improve-
ment to be included in the Local Improvement District to be established embracing as
near as may be, all of the properties specially benefited by such improvement. And
the balance of such cost and expenses of carrying out such improvement, shall be
paid by the City of Pasco, Washington.
Section 3. It is the intention of the City of Pasco, Washington, to create a Local
Improvement District to include for the purpose of assessment, of properties within
the boundaries described as follows:
Beginning at the Northwest corner of Frey's Addition
as recorded in the book of Plats Page 16, Volume' "B",
Franklin County: thence South along the Westerly line
of Frey's Addition to the point intersection with the
centerline of McCarthey Street; thence Northeasterly
along the centerline of McCarthey Street to the point
of intersection with the centerline of California Avenue;
thence Southeasterly along the centerline of California
Avenue to the point of intersection with the West right-
of-way line of Oregon Avenue; thence Northeasterly
along a straight line to the point of intersection of the
East right-of-way line of Oregon Avenue with the center
line of Montana Avenue; thence Southeasterly along the

centerline of Montana Avenue to the point of intersection
with the centerline of Cincinnati Street; thence North-
easterly

point of intersection with the centerline of Colorado Avenue;
thence Southeasterly along the centerline of Colorado Avenue
to the point of intersection with the South line of Lot 6,
Block 53, projected Westerly; thence Northeasterly along
said South line projected of Lot 6, South line of Lot 19,
Utah Avenue, South line of Lot 6, Block 54, South line of
Lot 19, Block 54 and South line of Lot 19, Block 54 projected
Easterly to point of intersection with the centerline of Nevada
Avenue; thence Southeasterly along the centerline of Nevada
Avenue to its intersection with the centerline of Trinidad Street;
thence Northeasterly along the centerline of Trinidad Street
to its intersection with the centerline of Wyoming Avenue;
thence Northwesterly along the centerline of Wyoming Avenue
to its point of intersection with the East-West center'of Sec-
tion Line of Section 20; thence Northerly to a point, said
point being 340' from when measured perpendicularly the afore-
said East-West intersection of centerline of Wyoming Avenue
and East-West center of Section; thence Westerly along a
line parallel to and 340' from the East-West centerline of Sec-
tion 20 to the point of intersection with the North-South center line
of Section 20; thence Southerly along the North-South center of
Section line of said Section to the center of Section 20, said point
also being the Northwest corner of Frey's Addition and the true
point of beginning.
Section 4. All persons who may desire to object to the improvements herein mentioned
are hereby notified to appear and present such objections at a meeting of the City
Council to be held in the Council Chambers, in the City Hall, Pasco, Washington,
August 5, 1975, at 8:00 P.M. (PDST), which time and place are hereby fixed for
hearing all matters relating to said proposed improvements and all objections thereto
and for determining the method of payment for said improvements.
Section 5. This resolution shall be in full force and effect after its passage as re-
quired by law.
PASSED by the City Council of the City of Pasco, Washington, at a regular
meeting thereof, and APPROVED by the Mayor of the City this 1 day of
July , 1975.

MEMORANDUM TO: Harry D. Kinzer, City Manager
FROM: James S. Ajax, City Engineer J.S.A.
SUBJECT: Proposed Water Line L.I.D. James Street
Attached is a Resolution of Intent to create the above mentioned L.I.D.
Staff is requesting that Council give their favorable consideration to this
project.
Before making their decision Council should be aware that a utility easement
for a portion of the project must be obtained before construction can start.
This possibly may cause problems. Nonetheless it is recommended that the
project go ahead at this point as that possible difficulty can be resolved
during the time period required to get to the Preliminary Hearing and protest
period.
Again as stated in my memorandum of June 13, 1975, this project will involve
a $30,000 City expenditure to pay the difference between the L.I.D. cost for
an 8" distribution Zine and the cost of the 16" transmission line actually being
proposed.
Tentative timing on the project if the Resolution of Intent is passed would be
as follows:

Preliminary Hearing & Ordinance Creating August 5, 1975
Call for Bid August 22, 1975
Open Bids September 9, 1975
Start Construction September 29, 1975
