RESOLUTION NO. 987
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON
DECLARING ITS INTENTION TO ORDER THE IMPROVEME14T OF ROAD 28 FROM
SYLVESTER STREET TO WEST LEWIS STREET WITHIN THE CITY OF PASCO,
WASHINGTON, TO ARTERIAL STANDARDS BY GRADING, CONSTRUCTING AND
INSTALLING STORM DRAINS, CURB, GUTTERS, BASE COURSE, ASPHALT
CONCRETE SURFACING, TRAFFIC CONTROL DEVICES AND ALL INCIDE14TAL
WORK, AND TO CREATE A LOCAL IMPROVEMENT DISTRICT TO ASSESS A PART
OF THE COST AND EXPENSE OF CARRYING OUT SAID ARTERIAL STREET IMPROVE-
MENT AGAINST THE PROPERTY SPECIALLY BENEFITED THEREBY; AND NOTIFYING
ALL PERSONS WHO MAY DESIRE TO OBJECT TO SAID IMPROVEMENTS TO APPEAR
AND PRESENT THEIR OBJECTIONS AT A MEETING OF THE CITY COUNCIL TO BE
HELD ON MAY 6, 1975.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, AS FOLLOWS:
Section 1 It is the intention of the City Council of the City of Pasco,
Washington, to order arterial street construction consisting of storm drains, curbs,
gutters, grading, base course, asphalt concrete surfacing , traffic control devices
and all incidental work on the following arterial street in the City of Pasco,
Washington to wit;
Road 28 from Sylvester Street to West Lewis Street; to be constructed
and installed in accordance with the plans and specifications to be
prepared by James S. Ajax, City Engineer.
Section 2. The total approximate estimated cost of such improvement is
$80,000 and not to exceed a total of $15,000 of the cost and expense of said improve-
ment shall be borne by and assessed against the properties specially benefited by
such improvement to be included in the Local Improvement District to be established
embracing as near as may be, all of the properties specially benefited by such improvement.
And the balance of such cost and expenses of carrying out such improvement, shall be
paid from ''the, Arterial Street Funds.
Section 3. It is the intention of the City Council of the City of Pasco,
Washington, to create a Local Improvement District to include for the purpose of
assessment, properties within the boundaries described as follows:
That portion of Section 25 Township 9 North, Range 30 East W.M., described
as follows:
Beginning at the point of intersection of the west right-of-way line
of Road 28 and the south right-of-way line of Sylvester Street; thence
westerly along the south right-of-way line of Sylvester Street to a
point, said point being 120 feet from the west right-of-way line or
line extended of Road 28 when measured perpendicularly thereto; thence
southerly along a line, parallel to and when measured perpendicularly
thereto 120 feet from the west right-of-way line or line extended of
Road 28, to the north right-of-way line of West -Lewis Street; thence
easterly along the north right-of-way line or line extended of West
Lewis Street to a point, said point being 120 feet from the east right-
of-way line extended of Road 28 when measured perpendicularly thereto;
thence northerly along a line, parallel to and when measured perpendicularly
thereto 120 feet from the east right-of-way line or line extended of
Road 28, to the south right-of-way line of Sylvester Street; thence westerly
along the south right-of-way line or line extended of Sylvester Street
to the point of beginning.
Section 4. All persons who may desire to object to the improvement herein
mentioned are hereby notified to appear and present such objections at a meeting
of the City Council, to be held in the Council Chambers in the City Hall, Pasco,
Washington, at 8:00 P.M. on May 6, 1975, which time and place are hereby fixed for
hearing all matters relating to said proposed improvements and all objections there-
to and for determining the method of payment for said improvements.
Section 5. James S. Ajax, City Engineer, is hereby directed to submit to
the City Council on or prior to May 6, 1975, all data and information required by
law to be submitted.
PASSED by the City Council of the City of Pasco, Washington, at a regular
meeting thereof, and APPROVED by the Mayor of the City this day of 1975.
