A RESOLUTION TO INITIATE AN ANNEXATION ELECTION
WHEREAS, the City Council of the City of Pasco, is desirous of initiating an
annexation election to determine whether the unincorporated area contiguous to the
City as hereinafter described should be annexed to the City of Pasco, and
WHEREAS, the City may initiate annexation elections in accordance with
R.C.W.35.13.015, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS:
Section 1. The best interests and general welfare of the City of Pasco
would be served by the annexation of unincorporated territory contiguous to the City
of Pasco, located in Township 9 North, Range 29, East Williamette Meridian, Franklin
County, Washington, more particularly described as follows:
Beginning at the centerline of Section 25, Township 9 North Range 29
East Williamette Meridian; thence northerly along centerline of said
Section 25 to a point of intersection with the southwest corner of the
NW1/4 SW1/4 NEI/4 of said Section 25; thence easterly along the south
line .of the NW1/4 SW1/4 NE1/4 of said Section 25 to its intersection
with the southeast corner of the NWI/4 SW1/4 NEI/4 of said Section 25;
thence northerly along the north -south centerline of the SW1/4 NWI/4 of
said Section 25 to its intersection with the northeast corner of the
S1/2 NWI/4 SW1/4 NE1/4 of said Section 25; thence westerly along the
northline of the Sl/2 NWI/4 SW1/4 NE1/4 of said Section 25 to its in-
tersection with the north -south centerline of said Section 25; thence
northerly along the north -south centerline to its intersection with
southeast corner of the NE1/4 of the NW1/4 of said Section 25; thence
westerly along the south line 1-41/2 of the NW1/4 of said Section 25 to
its intersection with the east right-of-way line of US 12; thence northerly
and westerly along said west right-of-way line of US 12 to a point of
intersection with the north -south centerline of the NE1/4 of the NWI/4 of
said Section 25; thence northerly along the said north -south centerline and
its northerly extension to a point of intersection with the east right-of-
way line of US 12; thence northerly and easterly along said right-of-way
line to a point of intersection with the north -south centerline of the
SE1/4 of Section 24, Township 9 North, Range 29 East, Williamette Meridian;
thence northerly along said north -south centerline to a point of intersection
with the east -west centerline of said Section 24; thence easterly along said
east -west centerline to a point of intersection with the east line of said
Section 24; thence southerly along said east line of said Section 24 to a
point of intersection with southerly right-of•riway line of US 12; thence westerly
and southerly along said right-of-way line of US 12 to a point of intersection
with north -south centerline of SE1/4 of said 24; thence southerly along said
north -south centerline to a point of intersection that 70' north of the center-
line of vacated Ella Street as recorded in Headlight Addition, Volume B, Page
26, Book of Plats, Franklin County, Washington; thence westerly and parallel
to vacated Ella Street to a point of intersection with centerline of vacated
Victor Street, Headlight Addition; thence southerly along the centerline of
Victor Street to a point of intersection with the centerline of vacated Ella
Street; thence westerly along the centerline of vacated Ella Street to point
of intersection that 525 east of the east line of vacated Vancouver Street,
Headlight Addition; thence southerly at right angles to a point of intersection
with the east -west centerline of the SE1/4 of said Section 24; thence easterly
along said centerline to a point of intersection with east line of Ventura
Heights Addition as recorded in Volume C, Page 102, Book of Plats, Franklin
County, Washington; thence southerly along the east line of said Ventura Heights
and its southerly extension to a point of intersection with the north line of
the SW1/4 of the SE1/4 thence westerly along said north line to point of inter-
section with the north -south centerline of said Section 24, thence southerly
along the said north -south centerline to a point of intersection with the north
line of Section 25, Township 9, North Range 29 East Williamette Meridian;
thence easterly along said north line to a point of intersection with the
west line of the E1/2 W1/2 NE1/4 NW1/4 NE1/4 of said Section 25; thence
southerly along said west line to a point of intersection with the south
line of the NE1/4 NW1/4 NE1/4; thence easterly along said south line to a
point of intersection with the north -south centerline of NE1/4 of said
Section 25; thence southerly along the said west line (centerline Road 24)
of the E1/2 NEI/4 of said Section 25 to a point of intersection with the
south line of the NE1/,4 NEI/4 of said Section 25; thence easterly along
said south line of the NEI/4 NE1/4 of Section 25 to the point of intersection
with the west line of the E1/2 E1/2 NE1/4 of said Section 25; thence southerly
along said west line (centerline of Road 22) of the E1/2 E1/2 NEI/4 of said
Section 25 to a point of intersection with the north line of the southeast
corner of said Section 25; thence westerly along said north line of the SEI/4
said Section 25 to a point of intersection with the northerly projection of
the centerline of Reed Street of vacated corrected plat of O'Keefe's Third
Addition as recorded in Volume B, Page 37, Book of Plats, Franklin County;
thence southerly along the centerline of said Reed Street of said vacated
corrected plat of O'Keefe's Third Addition to a point of intersection with
the north right-of-way line of West Lewis Street (formerly PSH No. 3); thence
westerly along said north right-of-way line to its intersection with the east
line of the W1/2 SEI/4 NW1/4 SE1/4 of said Section 25; thence northerly along
said east line of the W1/2 SE1/4 NW1/4 SE1/4 of said Section 25, to its inter-
section with the north line of the SEI/4 NW1/4 SEI/4 of said Section 25; thence
westerly along said north line to its intersection with the west line of the
W1/2 SEI/4 NW1/4 SEI/4 of said Section 25, thence southerly along said west
line to its intersection with the north right-of-way line to its intersection
with the north right-of-way line of State Highway No. 3; thence westerly along
said north right-of-way line to its intersection with the east line of W1/2
NW1/4 NW1/4 SE1/4 of said Section 25; thence northerly along said east line
of the W1/2 NW1/4 NW1/4 S E1/4 of said section to its intersection with the
north line of the SE1/4 of said Section 25, thence westerly along said north
line of said section to the center of said Section 25, being the point &—
beginning.
Section 2. There are approximately 350 voters residing therein.
Section 3. The City of Pasco Prays for the calling of an election by the
Board of County Commissioners of Franklin County to be held among the qualified voters
therein upon the question of annexation.
Section 4. The City of Pasco shall not require the assumption of existing City
indebtedness by the area to be annexed.
Section 5. The City of Pasco shall pay the cost of the annexation election.
Section 6. A certified copy of this Resolution shall be filed with the Board
of County Commissioners of Franklin County.
Section 7. The Mayor of the City of Pasco is hereby directed to convene a
Review Board as provided by R.C.W.35.13.171.
PASSED by the City Council and APPROVED as provided by law this 15
day of April ,1975.

annexation election.
