HomeMy WebLinkAbout0977 ResolutionRESOLUTION NO. 97 7 .•-� °�u� +t A RESOLUTION OF THE CITY OF PASCO, PER- TAINING TO GAMBLING WITHIN THE CITY' THE TAXATION THEREOF AND REQUESTING THE COUNTY OF FRANKLIN TO REVISE THEIR LEGIS- LATION PERTAINING TO THE TAX RATE APPLIED TO GAMBLING ACTIVITIES WITHIN THE COUNTY OF FRANKLIN. WHEREAS, On November 6, 1973, the County of Franklin had an Advisory Ballot at that election asking whether or not the voters favored gambling activities to be per- mitted within the County, and the result was affirmative; AND WHEREAS, On February 4, 1975, the City of Pasco had an Advisory Ballot at that election (containing two questions) asking whether or not the voters favored gambling activities to be permitted within the City of Pasco, and the result was affirmative; AND WHEREAS, Approximately 90% of all gambling activities within Franklin County are located within the City of Pasco; AND WHEREAS, The City of Pasco has the responsibility to police and ensure the en- forcement of rules and regulations pertaining to gambling activities within the City; AND WHEREAS, By State Law, the City of Pasco can tax to no greater extent than the rate established by the County Commissioners for the County of Franklin; AND WHEREAS, To do the necessary policing and enforcement of the laws pertaining to gambling within the City of Pasco, additional funds are necessary to offset the ad- ditional expense created by said gambling activities; AND WHEREAS, It is felt that the additional revenue needed to take care of that addi- tional expense should be derived from taxation of the various gambling activities with- in the City; NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS: Section 1. That the City Council of the City of Pasco hereby goes on record as desir- ing the Board of County Commissioners of Franklin County to revise the present County Ordinance pertaining to the tax rates applied to gambling activities. Section 2. That the City Council of the City of Pasco hereby requests and implores the County Commissioners of Franklin County to set the tax rate for the various gamb- ling activities at the maximum amount allowable by the State Gambling Commission. Section 3. That copies of this Resolution be transmitted to the Board of Commissioners of Franklin County and the Organization for Controlled Gambling. Section 4.
