HomeMy WebLinkAbout0973 ResolutionCITY OF PASCO, WASHINGTON RESOLUTION NO. 973 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DECLARING ITS INTENTION TO ORDER THE IMPROVE- MENT OF FIFTH AVENUE AND ARTHUR AVENUE FROM COLUMBIA STREET TO COURT STREET WITHIN THE CITY OF PASCO, WASHINGTON TO ARTERIAL STANDARDS BY GRADING, CONSTRUCTING AND INSTALLING STORM DRAINS, CURBS, GUTTERS, STREET LIGHTING, NECESSARY SIDE- WALKS, BASE ROCK, LEVELING COURSE, ASPHALT CONCRETE SURFACING, AND ALL INCIDENTAL WORK, AND TO CREATE A LOCAL IMPROVEMENT DISTRICT TO ASSESS A PART OF THE COST AND EXPENSE OF CARRYING OUT SAID ARTERIAL STREET IMPROVEMENT AGAINST THE PROPERTY SPECIALLY BENEFITED THEREBY; AND NOTIFYING ALL PERSONS WHO MAY DESIRE TO OBJECT TO SAID IMPROVEMENTS TO APPEAR AND PRESENT THEIR OBJECTIONS AT A MEETING OF THE CITY COUNCIL TO BE HELD APRIL 15, 1975. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, AS FOLLOWS: Section 1. It is the intention of the City Council of the City of Pasco, Washington, to order arterial street construction consisting of storm drains, curbs, gutters, street lighting, necessary sidewalks, base r6ck, leveling course, asphalt concrete surfacing, and all incidental work on the following arterial street in the City of Pasco, Washington to wit; Fifth Avenue from Columbia Street to Park Street and Arthur Avenue from Park Street to Court Street to be constructed and installed in accordance with the plans and specifications to be prepared by James S. Ajax, City Engineer. Section 2. The total approximate estimated cost of such improvement is $215,000 and not to exceed a total of$$1,751;OO.Oof the cost and expense of said improvement shall be borne and assessed against the properties specially benefited by such improvement to be included in the Local Improvement District to be established embracing as near as may befall of the properties specially benefited by such improvement. And for balance of such cost and expenses of carrying out such improvement, shall be paid from Urban Arterial Street Funds. Section 3. It is the intention of the`.Ci:ty Council of the City of Pasco, Washington, to create a Local Improvement District to include for the purpose of assessing properties within the boundaries described as follows: That portion of Section 30 Towhship 9 North, Range 30 East described as follows: Sylvester's Second Addition Block 12, Lots 1 to 12 and 33 to 44 inclusive; Block 7; Block 6, Lots 1 to 8 and 25, to 32 inclusive; Block 1, Lots 1 to 8 and 25 to 32 inclusive. Sylvester's Addition Block 12, Lots 1 to 8 and 25 to 32 inclusive; Block 7, Lots 1 to 8 and 25 to 32 inclusive; Block 6, Lots 1 to 8 and 25 to 32 inclusive; Block 1. That portion of Section 29 Township 9 North, Range 30 East described as follows: Gerry's Addition, Block B; Tract 3-B; Tract 3-C; vacated S 40' of Nixon Street and vacated N 40', of-N.,ixon Street; Block 2, Lot 17 to 24 inclusive; Block 3; Block 4, Lots 1 to 8 and Lots 25 to 32 inclusive; Block 5, Lots 9 to 16 and Lots 17 to 24 inclusive; Block 8 Lots 9 to 16 and Lots 17 to 24 inclusive; Block 9, Lots 1 to 8 and Lots 25 to 32 inclusive; Block 10, Lots 1 to 8 and Lots 25 to 32 inclusive; Block 11, Lots 9 to 16 and Lots 17 to 24 inclusive; Block 15, Lots 1 to 8 and Lots 25 to 32 inclusive; Block 14, Lots 9 to 16 and 17 to 24 inclusive; Block 16, Lots 1 to 8 and 25 to 32 inclusive; Block 17, Lots 15 to 22 and Lots 23 to 30 inclusive, Sylvester Park Addition Block 4, Block 5, Lots 13 to 20 and Lots 21 to 28 inclusive; Block 6; Block 7, Lots 13 to 20 and Lots 21 to 28 inclusive; Block 8, Lots 13 to 20 and Lots 21 to 28 inclusive. Sydney Addition Lots 5 to 8 inclusive Ludwig Addition Lots 5 to 8 inclusive Also all vacated streets, alleys and porti.ons thereof attached to the above described parcels Section 4. All persons who may desire to object to the improvements herein mentidned are hereby notified to appear and present such objections at a meeting of the City Council, to be held in the Council Chambers in the City Hall, Pasco, Wash- ington at 8:00 P.M. on April 15, 1975, which time and place are hereby fixed for hearing matters relating to said proposed improvements and all objections thereto and for determining the method of payment for said improvements. Section 5. James S. Ajax, City Engineer is hereby directed to submit to the City Council on or prior to April 15, 1975, all data and information required by law to be submitted. Sr A ' SUBJECT: Proposed Local Improvement District Projects Attached for your consideration are Resolutions of Intent to create Local Improvement Districts for the below listed projects as discussed at the February 25, 1975 Workshop Meeting. 1. Fifth and Arthur Avenue (Columbia to Court) - Street Improvement 2. Leola Street (Popular to Arthur) - Street Improvements 3. Wehe Avenue (Lewis to Broadway) - Street Improvements Beech Avenue (Lewis to Parkview) - Street Improvements Owen Avenue (Lewis to Broadway) - Street Improvements Alvina Street (Wehe to Owen) - Street Improvements George Street (Wehe to Owen) - Street Improvements Adelia Street (Wehe to Owen) - Street Improvements Broadway Street (Wehe to Owen) - Street Improvements 4. Hugo Avenue ("A" to Alton) - Sanitary Sewer "A" (Sycamore to Hugo) - Sanitary Sewer The pre -preliminary cost estimate, which should be on the high side, for these projects totals to $576,500. This total will be refined prior to mailing notices if the L.I.D.'s are initiated. Staff has, as requested by Council, investigated the advisability of proceeding with the proposed improvement of Leola Street and do believe it to be appropriate for the following reasons. 1. Substantial local support for the improvement by residents of the area 2. Very questionable whether an L.I.D. including other streets in the area would pass because they are in relatively good condition (North Arthur being an exception) 3. Can be bid with other projects to obtain lower construction cost - thus the size of the project would not be detrimental 4. The improvement would tend to reduce city street maintenance cost (Public Works bladed existing gravel roadway at least six (6) times in 1974) Honorable Mayor and City Coumcilmen February 28, 1975 Page 2 Council should be aware that,the Hugo Street sanitary sewer project does not include lateral lines to the individual residences. These will be a property owner expense and not a part of the L.I.D. assessment. At this time with engineering partially complete it appears that the City's, being the general publics, portion of the project may be more than the $28,000 budgeted. It is felt that $40,000 would be the upper limit of the City's contribution and the resolutions indicates such. Staff believes this additional $12,000 if required can be justified and allocated through budget adjustments. RECOMMENDATION: Staff requests councils favorable consideration of these Resolutions. Particularly on the street improvements staff has received numerous complaints on their present condition from abutting property owners and it seems appropriate to give them the opportunity to remedy the problems.
