A RESOLUTION AMENDING THE AFFIRMATIVE
ACTION PROGRAM OF THE CITY OF PASCO AS
PREVIOUSLY ADOPTED BY RESOLUTION NO. 946,
APPLICABLE TO ALL DEPARTMENTS OF THE CITY.
WHEREAS, it is in the public interest that equal employment should exist
for all of the people of the City, including initial hiring and promotional oppor-
tunities; and
WHEREAS, the City should assume a leadership role in accomplishing this
goal and in so doing improve its compliance annually in accordance with the time-
tables established herein; and
WHEREAS, in addition effective Affirmative Action Programs are required by
many State and Federal Agencies for on-going funding assistance; NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS:
Section 1. That the Directive signed by Mayor Donald D. Linton, re -confirmed by
City Manager Harry D. Kinzer, to all Department Heads, employees and contractors,
is a true policy statement of the City of Pasco; a copy of which is entitled "Exhibit
A" and is attached hereto.
Section 2. That goals set by Resolution No. 946 are hereby updated showing ac-
complishments to date, projection of goals for the three-year period ending November
30th, 1977, as indicated in the charts entitled "Exhibit B" attached hereto.
Section 3. That the City of Pasco will comply as nearly as possible, to Executive
Order 11625 prescribing arrangements for developing and coordinating a National
Program for Minority Business Enterprise.
Section 4. That this Resolution shall be in full force and effect after its passage
as required by law.

SUBJECT: AFFIRMATIVE ACTION PROGRAM POLICY STATEMENT Dated:
The Affirmative Action Program and Policy Statement of and for the City of Pasco
is to actively promote, pursue and attain, as soon as possible, the objectives
set forth by the Equal Employment Opportunity Act of 1972, and the Presidential
Executive Order 11246, and Revised Order No. 4, issued by the Office of Federal
Contract Compliance dated December 4, 1971. The Pasco City Council does adopt
this Affirmative Action Program. The City Manager concurs with the concept of
this program and so directs his Department Heads, staff and employees to comply
in all manner possible to accomplish these goals:
A) Recruit, hire, train and promote persons in all job classifi-
cations, without regard to race, color, religion, sex or
national origin, except where sex is a bona fide occupational
qualification, or financially and physically impossible to ac-
complish.
B) Base employment decisions so as to further the principle of equal
employment opportunity.
C) Insure that promotion decisions are in accord with principles of
equal employment opportunity by imposing only 'val'id job' related re-
quirements for promotional opportunities.
D) Insure that all personnel actions such as compensation, benefits,
transfers, layoffs, returns from layoffs, City sponsored training,
education, tuition assistance, social and other related activities,
will be administered without regard to race, color, religion, sex,
or national origin.
These policies, criteria and goals will be accomplished as orderly, mannerly and
harmoniously as possible, keeping foremost in mind the citizens of the City of
Pasco.
