HomeMy WebLinkAbout0969 Resolution� RESOLUTION NO. Q69 A RESOLUTION REQUESTING CERTAIN CHANGES IN THE DESIGN CONCEPT OF SIGN ROUTE 182 WITHIN FRANKLIN COUNTY AND THE CITY OF PASCO. WHEREAS, The Washington State Department of Highways proposes a new section of Freeway from the vicinity of Road 68 to the intersection of the SR 395 Freeway and Interchange System; and WHEREAS, This proposed Sign Route indicates Interchanges at approximately Road 68 and a grade separation at Road 36, with a corrective Interchange in the area of Road 2 8; and WHEREAS, It is of prime importance to the health and safety of the citizens of the City of Pasco to project and allow for future growth in the area of Road 36; and WHEREAS, It is the intent of the City of Pasco to facilitate the movement of all traffic through this area with the least inconvenience and the most flexibility for that traffic to reach its destination in the shortest possible time; and WHEREAS, It is considered to be in the best interests of the citizens of Franklin County and the City of Pasco to request additional access and egress at the proposed grade separation of Road 36; NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS: Section 1. That the City Council of the City of Pasco do express their concern over the present proposed Freeway limitations, and do hereby recommend to and request the Washington State Department of Highways to make the following changes thereto: a) Because of the increased traffic to be using this Freeway, we request an exit onto Road 36 for Freeway traffic headed south-easterly; likewise we request an access from Road 36 to the Collector -Distributor road on the south side of the south-easterly traffic lane of this route. b) Because the traffic headed north-westerly on the freeway should have an exit to approach Road 36 on the north side of Route 182, it is recommended that this be provided. c) It is necessary, and we recommend that there be an access from Road 36 for west bound traffic. d) Because of the present traffic congestion which exists at the Chase Avenue Interchange, it is requested that this Interchange be corrected to allow an exit east of Chase Avenue, making a free right turn going north on Chase Avenue, with the correction on north -bound traffic on Chase Avenue by a free right access to Route 182 south-westerly. e) Because of the projected growth of Columbia Basin College, the Tri -Cities Regional Airport, and the Pasco Municipal Golf Course; together with the proposed plans for additional housing to be east of the present Municipal Golf Course, the proposed Convention Center, Multi -Purpose Facility, and Motel -Office Complex easterly of North Chase Avenue and adjacent to the Municipal Golf Course; and because the present and proposed traffic volume needs access to the northerly portion of Columbia Basin Col- lege and the Tri -Cities Regional Airport, it is requested the proposed two-way traffic road be extended from Road 36 to Chase Avenue. Resolution No, 969 -2- Date: 1/21/75 f) Because the noise level which presently exists in the area between the Interchanges of Chase Avenue and North Fourth Avenue is exces- sive, it is requested that appropriate corrective noise control be built into this segment of the Freeway to protect the residents south of this area. Section 2. That the City Council of the City of Pasco requests the Washington State Department of Highways to seriously consider the concerns of the residents of the City of Pasco, County of Franklin, State of Washington (as set out herein) in the course of this proposed construction. Section 3. That a copy of this Resolution be transmitted to the Washington State Department of Highways. Section 4. O. Box 52 Yakima, Washington 98901 Dear Tom: Attached hereto please find a copy of Resolution 969 expressing the concerns of the City of Pasco in conjunction with the proposed Sign Route 182. We feel that now is the time to correct any deficiencies that may exist in the design concept of this route within and near the City of Pasco. We have expressed in Section 1 of this Resolution the six specific areas of concern to the City and its residents. With the ever-increasing enrollment for Columbia Basin College and the traffic situation that exists at Chase and the By -Pass Highway now, we feel corrective measures should be taken to handle the future increases at this intersection; this does not speak to the potential development of a Convention/Multi-Purpose Center in the area of the Pasco Municipal Golf Course. In addition to these pro- posed increases, certainly the traffic volume at the Tri -Cities Regional Airport is going to increase as time goes on. Certainly, the appropriate time to review the .potential traffic at Road 36 and the proposed Route 182 is timely. We feel the area surrounding Road 36 would be stifled for future growth if it did not have the flexibility of access to the Free- way. Likewise, the north-westerly traffic from CBC, the Tri -Cities Regional Air- port and the Municipal Golf Course needs the north access to this Interchange. There was some discussion at the original hearings, as I recall, on the matter of a sound barrier between Chase Avenue and North Fourth Avenue and south of the existing Freeway. We call this to your attention once again, as we did not see it in the present design concept. Obviously with today's noise standards this should be addressed. Mr. Tom Gray, District Engineer -2- . January 22, 1975 We will appreciate you and your department giving these requests serious con- sideration in the design and re -design of this needed Freeway in our area. Further, it is my understanding that we can anticipate access hearings some- time in mid -1975. These requested changes should be an integral part of this design prior to these hearings.
