RESOLUTION NO. 961
A RESOLUTION of the City Council of the City
of Pasco, Washington, declaring its intention
to improve certain properties within the City
by improving the central business district of
the City by improving, constructing and install-
ing illumination, signalization and landscaping
along Lewis Street between Second Avenue and
7th Avenue and along 4th Avenue between Columbia
Street and Bonneville Street, by acquiring,
constructing and improving three public parking
lots, a mini -park and a pedestrian corridor within
the improvement area, and also the replacement of
the overhead utility wires and facilities with
underground wires and facilities from 2nd Avenue
to 5th Avenue between Clark Street and Lewis
Street and from 2nd Avenue to 4th Avenue between
Lewis Street and Columbia Street, and to create
a local improvement district to assess the cost
and expense of carrying out such improvement
against the property specially benefited thereby;
and notifying all persons who.desire to object
to the project to appear and present their ob-
jections at a meeting of the City Council to be
held on December 3, 1974.
WHEREAS, the City of Pasco has caused certain studies
to be made for the development of the central business district
of the City and has received on January 1, 1974, from Stevens,
Thompson and Runyon, Inc., the Pasco CBD Development Program,
and is in the process of conducting economic and physical surveys
necessary for the adoption of a comprehensive plan for off-street
parking space and facilities required by RCW 35.86.060; and
WHEREAS, URS/Hill, Ingman, Chase & Co. of Seattle,
Washington, has been retained to design detailed plans to carry
out the aforesaid CBD development program; and
WHEREAS, the City Council proposes to carry out such
program to consider such a comprehensive off-street parking plan
and to form a local improvement district for such purpose, NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, as follows:

THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, as follows:

Section 1. It is the intention of the Council of the
City of Pasco, Washington, to order the improvement of the
following described property within the City of Pasco, Washington:
That portion of Section 29 and 30, Township 9
North, Range 30 East, W.M. described as follows:
Beginning at the intersection of the centerline
of North 7th Avenue with the centerline of West
Clark Street; thence Northeasterly along the
centerline of said West Clark Street to its
intersection with the centerline of North 6th
Avenue; thence northwesterly along said center-
line to its intersection with the Southwesterly
extension of the centerline of the alley in Block
10, of Gerry's Addition to Pasco, according to
plat thereof recorded in Volume B of Plats, page
18, records of Franklin County, Washington; thence
Northeasterly along said centerline and its South-
westerly and Northeasterly extensions, and the
centerline of the alley in Block 11, said Gerry's
Addition to Pasco, and its Southwesterly extension
to its intersection with -the Southeasterly exten-
sion of the Southwesterly line of Lot 14, Block
11; thence Northwesterly along said Southwesterly
line and its Southeasterly and Northwesterly exten-
sions to its intersection with the centerline of
West Bonneville Street; thence Northeasterly along
said centerline to its intersection with the center-
line of North 3rd Avenue; thence Southeasterly
along said centerline to its intersection with the
Southwesterly extension of the centerline of the
alley in Block 24, of Pasco, according to plat
thereof recorded in Volume B of plats, page 32A,
records of Franklin County, Washington; thence
Northeasterly along said centerline and its South-
westerly extension to its intersection with the
centerline of North 2nd Avenue; thence Southeasterly
along said centerline and the centerline of South
2nd Avenue to its intersection with the centerline
of West Columbia Street; thence Southwesterly along
said centerline to its intersection with the center-
line of South 3rd Avenue; thence.Southeasterly along
said centerline to its intersection with the North-
easterly extension of the Southeasterly line of
Block 19, said Gerry's Addition to Pasco; thence
Southwesterly along said Southeasterly line and
its Northeasterly and Southwesterly extensions to
its intersection with the centerline of South 4th
Avenue; thence Northwesterly along said centerline
to its intersection with West Columbia Street;
thence Southwesterly along said centerline to its
intersection with South 7th Avenue; thence North-
westerly along said centerline and the centerline
of North 7th Avenue to its intersection with the
centerline of West Clark Street and the Point of
Beginning;
by the construction and installation of the following described
improvement:

There shall be acquired, constructed and installed
• improvements consisting of illumination, signaliza-
tion, and landscaping al-ong Lewis Street and 4th
Avenue, the acquisition, construction and improve-
ment of three parking lots, one is located on the
N.E. corner of Columbia Street and 4th Avenue, and
the other two are located on the North and South
sides of Clark Street mid -block between 3rd Avenue
and 4th Avenue, the construction of a mini -park
generally located in the S.E. corner of Lewis
Street and 4th Avenue and a pedestrian corridor
connecting the parking lots with the mini -park.
Also included will be the undergrounding of
overhead wires .from 2nd Avenue to 5th Avenue
between Clark Street and Lewis Street and from
2nd Avenue to 4th Avenue between Lewis Street and
Columbia Street.
All of the foregoing shall be in accordance with the
plans and specifications therefor prepared by URS/Hill, Ingman,
Chase & Co., consulting engineers to the City.
Section 2. The estimated cost of the improvement shall
be $1,716,740.00. The improvement shall be paid for by special
assessments levied against property within a local improvement
district, the boundaries of which are described above, and by
moneys from other sources avail --able to the City for such purposes.
Section 3. All persons who may desire to object to the
improvement herein described are hereby notified to appear and
present such objections at a meeting of the City Council to be
held in the Pasco City Hall, Pasco, Washington, at 8:00 o'clock
p.m. (PST) on December 3, 1974, which time and place are hereby
fixed for hearing all matters relating to the proposed improvement,
and all objections thereto, and for determining the method of
payment for that improvement.
Section 4. URS/Hill, Ingman, Chase & Co., consulting
engineers, are hereby directed to submit to the City Council
on or prior to December 3, 1974, all data and information
required by law to be submitted.

The foregoing resolution was ADOPTED by the City Council
of the City of Pasco, Washington, at a regular open public
meeting thereof this 6th day of November, 1974.
