HomeMy WebLinkAbout0930 ResolutionRESOLUTION NO. 930 A JOINT RESOLUTION OF THE CITY OF PASCO AND THE PUBLIC UTILITY DISTRICT NO. l'OF FRANKLIN COUNTY ESTABLISHING A PROGRAM FOR THE CONVERSION OF OVERHEAD DISTRIBUTION LINES TO UNDERGROUND FACILITIES TOGETHER WITH UNDER- GROUND SERVICE CONNECTIONS. WHEREAS, The City of Pasco and the Public Utility District No. 1 of Franklin County are desirous of establishing a mutually cooperative program for the conversion of overhead utility lines to underground facilities in order to provide a better environment for the citizens of Pasco, NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF PASCO AND THE COMMISSIONERS OF THE PUBLIC UTILITY DISTRICT NO. 1 OF FRANKLIN COUNTY DO RESOLVE AS FOLLOWS: Section 1. Program. The Public Utility District proposes to budget and expend an average of $50,000 per year for the conversion of existing overhead distribution circuits to underground facilities within the City of Pasco. This shall include circuits along arterial streets, in commercial areas and services to public and semi-public locations such as schools, hospitals and other non- dedicated areas. The Public Utility District will report to the City at the close of each calendar year the progress of the program and the accumulative expenditures by the District to date. Section 2. Basis of Funding Program. (a) The Public Utility District may include any loss in retirement value of existing overhead circuits as a portion of the program funding. (b) The City may contribute cash or services as an addition to the Public Utility District allotment to expedite the program. (c) The cost of removal, relocation, or revision of any existing under- ground circuit caused by street vacation, relocation, replatting or remodeling as a result of City action or City approval may be included as a part of the annual conversion allotment. Section 3. City Annual Street Budget. The Executive Officer of the City each year shall submit the proposed ensuing year's Arterial Street budget to 'Resolution No. Page Two the Public Utility District at least sixty (60) days prior to the adoption of a new fiscal year's budget. The Public Utility District agrees to review the streets included and reply as to its facilities involved and the extent of undergrounding it can perform in conjunction with the City's improvement prior to the adoption of the new budget by the City. Section 4. City 6 -Year Street Program. The Executive Officer of the City shall submit to the Public Utility District each year the proposed 64ear.. Street Construction Program prior to the public hearing as required by law. The Public Utility District agrees to make an annual response as to its facilities involved in the City's 6 -Year Program. Consideration will be given by the City to scheduling projects so that heavy Public Utility District involvement and expense over the average budget funding will not come in con- secutive years. Section 5. P.U.D. Initiated Projects. The Manager of the P.U.D. or his representative shall submit to the City each year any conversion project, along with cost estimates, which it desires to undertake and to be included in the conversion program. The City agrees to consider the project submitted and respond to the Public Utility District. Section 6. New Utility Distribution System Construction. A general policy of the Public Utility District shall be that all new residential single phase distribution facilities within the City limits will be constructed underground (transformers excluded) where normal excavating conditions exist. It is not the Public Utility District's intent to include any newly constructed underground facility as a part of the conversion program. Section 7. Service Connections. (a) It will be the City's responsibility to require individual property owners to convert their facilities to receive underground service and install the underground service to the property line or the District's delivery point whenever a conversion program is implemented. This is to expedite the removal of overhead lines when underground distribution service is available 'Resolution No. Page Three so that the District will not be required to maintain two distribution systems. (b) The P.U.D. will, at least once each year, provide the City with a listing of property owners' service connections which have not been revised to receive underground service. The City agrees to make investigations on these services and attempt to get property owner cooperation and report reason for property owner's delay. Section 8. Effective Date. This Resolution shall be in full force and effect after its passage as required by law, and repeals Resolution No. 860.
