A RESOLUTION OF THE CITY OF PASCO, WASHINGTON
SUPPORTING A LOCATION OF INTERSTATE SR 82 AND/OR
SR 182 BETWEEN PROSSER, WASHINGTON AND THE
OREGON BORDER PASSING THROUGH THE TRI -CITY AREA.
WHEREAS, Resolution No. 703 of the City of Pasco passed on January 17,
1967 supported the Engineers' recommendation of Route 9 included in the location
study for Interstate SR 82 dated October, 1966; and
WHEREAS, Resolution No. 781 of the City of Pasco passed on June 3, 1969
supported the proposed routing of Interstate 182 in the same general corridor as
above except for modifications in the vicinity of Columbia Basin College and the
Pasco Municipal Golf Course; and
WHEREAS, It was then deemed necessary in 1972 to review all the prior
studies with emphasis on the environmental impact of the aforementioned route as
well as the review of several other alternate routes; and
WHEREAS, All of these studies have proven the need for highway improve-
ment to Interstate standards along the same general corridor regardless of whether
Interstate funding is utilized; and
WHEREAS, The original Route 9, now known as Route 5 within this State,
has no greater overall adverse environmental affect than any of the other routes
and less adverse environmental affect than some of the other alternates; and
WHEREAS, The Pasco City Council at its Regular Meeting of September 6th,
1972, after reviewing these further studies, moved to recommend that Route 5 be
built rather than an Interstate be built elsewhere which would then still require
highway construction along Route 5 using other funding; NOW, THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
Section 1 . That it continues to find that a roadway built to Interstate standards
is essential along the Route 5 corridor to meet the traffic needs of the Tri -City area.
Section 2. That it continues to find an extension of this roadway to Interstate
standards is essential to connect the Tri -City area with the Puget Sound area
via Prosser and Yakima; also with the State of Oregon via Wallula.

Section 3. That it now finds that there would be fewer overall adverse environ-
mental affects from the construction of Interstate SR 82 and/or SR 182 in Corridor 5
than would result if Interstate SR 82 and/or SR 182 was constructed in a different
corridor together with the then additionally required construction of another major
highway along Route 5 to serve the overall traffic needs .
Section 4. That it therefore unanimously recommends that proposed Route 5 as
shown on the Location Brochure for Interstate SR 82, Prosser to Oregon State Line
within Benton, Franklin and Walla Walla Counties dated May, 1972 be approved.
Section 5 . That it further recommends that the Highway Commission, the Federal
Highway Administration, the Environmental Protection Agency and others with
authority resolve this issue so that construction of the Interstate can commence at
the earliest possible moment in order to alleviate present problems along the present
sub -standard highways in this area and their connections to Puget Sound and the
State of Oregon which are resulting in unnecessary loss of life together with sub-
stantial economic loss.
