A RESOLUTION APPROVING THE SALE OF CERTAIN
LANDS WITHIN THE URBAN RENEWAL PROJECT AREA,
APPROVING THE METHOD OF SELECTING THE RE-
DEVELOPER AND APPROVING THE MINIMUM PRICE
THEREFOR.
WHEREAS, the City of Pasco has previously resolved in
Resolution No. 684 that certain blighted areas exist within the City
and that rehabilitation and redevelopment, or a combination there6f, is ;
necessary in the interests of the public health, safety, morals or
welfare of the residents of the City of Pasco;
AND WHEREAS, Resolution No. 729 has been adopted, providing
for public hearings to determine findings regarding Urban Renewal areas;
AND WHEREAS, Resolution No. 730 has been adopted, approving
the Urban Renewal Plan, and the feasibility of relocation;
AND WHEREAS, the City of Pasco is now at the stage of offering
certain parcels of land for redevelopment; now, therefore,
FOLLOWS:
THE CITY COUNCIL OF THE CITY OF PASCO HEREBY RESOLVES AS
Section 1. The approval of the City Council is hereby given to
the sale for redevelopment of the following parcels of land, as designated
in the Urban Renewal area;
Industrial: All of Block 98, Lots I thru 12, Block 124,
all of Block 96, all of Blocks 127, 129, Lots I and 2
of Block 131 and all of Blocks 152, 153, 145, 155, 156
excepting those portions to be retained by the City of
Pasco for street right-of-ways, all being in Pasco Land
Company's first addition to Pasco, Franklin County,
Washington.
Residential: Lots 307 and 308, Block 12, Lots 392 thru
394, Block 12, Lots 386 thru 388, Block 11, Lots 383 thru
385, Blocks 11, Lots 222 and 223 and the N. 14 feet of
Lot 224, Block 8, the 5.11 feet of Lot 224 and all of Lots
225 and 226 and the N. 7 feet of Lot 227, Block 8, the
S. 18 feet of 227, all of Lots 228 and 229, Block 8, all being
in Terrace Heights addition to Pasco, Franklin County,
Washington.

Section 2. The method of selecting the redeveloper shall be as
The City of Pasco shall dispose of the foregoing parcels of land,
as designated in the Urban Renewal area, only under the competitive
bidding procedure set forth herein, after public notice by publication
once each week for a minimum of three consecutive weeks in a newspaper
having a general circulation in the community. The responsibility for
designating the successful bidder on property offered for sale in
accordance with the provisions herein, and for authorizing the transfer
of title to said bidder shall rest with the City Council, and said award
shall be approved by resolution. The Office of W'ban Renewal of the City
of Pasco shall be responsible for furnishing the City Council such
information as is necessary to accurately appraise the proposal for re-
development, in order that the objectives of the Urban Renewal Plan are
most fully satisfied. In order that this information may be provided the
City Council, the office of Urban Renewal shall review and evaluate the
bid proposals on the basis of criteria hereinafter set forth, to -wit: (a)
The degree to which the proposal meets the specifications and requirements
of the Urban Renewal plan, (b) the financial responsibility, qualifications,
experience and ability of the bidder to finance and complete the redevelop-
ment, (c) the economic practicability of the project as proposed by the
bidder and the benefit to the community in terms of the sociological,
aesthetic and financial aspects of the proposed project, (e) the archi-
tectural and planning skills and ingenuity demonstrated in the proposal,
the reputation, experience and demonstrated ability of the bidder's
architects, if any (f) the time estimate submitted by the bidder for the
execution and completion of his proposed redevelopment.

All bid proposals will be submitted to the City Council with
recommendations based on evaluations so established, and the City Council
shall make the award to the best and most qualified bidder, subject
to the confirmation of said award by the Department of Housing and Urban
Development.
Where there is a reasonable difference of opinion as to the
financial responsibility of any bidder, the office of Urban Renewal will
seek the most reliable advice available from those qualified in this
field.
It shall be the responsibility of the office of Urban Renewal to
present the qualified bid proposals to the City Council with the
recommendation as to the successful bidder based on the criteria and
procedures hereinabove set forth. The City Council shall review said
recommendations based on its review, accept such bid as it deems to be in
the public interest and in the furtherance of the purposes of the Urban
Renewal law.
The office of Urban Renewal is hereby authorized to offer land
for sale in accordance with the provisions hereof under the following
competitive bid procedure:
A. Open competitive bid. All real property offered for sale to
private persons shall be by open competitive bid. The same criteria as set
forth herein shall apply, within ten calendar days after the bids have
been opened, the following bidders shall have the right to meet the high
bid, and if they choose to do so and their bid best qualifies in all other
respects, the successful bidder may be named by the City Council in
the following order of priority: Preference in purchasing vacant sites for
redevelopment will be given to occupants and owners displaced by the East
Pasco Renewal Project.

In those instances where the provisions of the Urban Renewal
Plan designate real property for a public re -use, the office of Urban
Renewal shall seek the interest of public agencies in redeveloping such
property.. If positive evidence of interest is found, the office of
Urban Renewal shall negotiate for a reasonable time with other public
agencies. The City Council shall review the proposals of the public
agencies and shall designate the appropriate agency to redevelop the
property.
The acceptance of a bid which is other than the high bid will
only be made when in the public interest and in furtherance of the Washington
Urban Renewal Law. The City of Pasco reserves the right to withdraw
any parcel from the sale and to reject any and all bids or proposals made
pursuant to the provisions of this Resolution.
The office of Urban Renewal shall offer real property for sale
by sales promotions to prospects lists, advertising, and brochure distri-
bution and through the services of real estate firms where necessary and
appropriate.
Each disposal of land shall be at a price that is not less than
the minimum price of the land for uses in accordance with the Urban
Renewal Plan.
Minimum price means the lowest acceptable price or upset price
established by the City of Pasco, and shall not be less than the fair
re -use value of the land for purposes in accordance with the Urban Renewal
Plan.
The City Council hereby approves the foregoing method.
Section 3. The minimum prices for the following parcels of
land shall be set forth below:

Minimum bid : Industrial - $.12 per square foot as approved by the
Department of Housing and Urban Development.
Residential - $20.00 a front foot as approved by the
Department of Housing and Urban Development.
Final footage and legal description to be determined by survey prior to
sale.
PASSED by the City Council and APPROVED as provided by law.
