HomeMy WebLinkAbout0890 ResolutionRESOLUTION NO. 890 A RESOLUTION ADOPTING RULES AND REGULATIONS GOVERNING THE USE OF CITY OWNED FACILITIES FOR RECREATION PURPOSES, MEETINGS AND OTHER USES, AND SETTING FEES FOR THE SWIMMING POOLS, GOLF COURSE, RENTAL OF CITY COUNCIL CHAMBERS AND OTHER FACILITIES OWNED BY THE CITY. AND REPEALING RESOLUTION NOS. 7345 751 AND 767. ' WHEREAS, It is in the best interests of the City to provide for public use of City owned facilities, and WHEREAS, Rules and Regulations should be promulgated in order to provide that the facilities are maintained in the best possible condition, and WHEREAS, Certain fees should be established in order to provide the maximum use of the facilities, while at the same time, making maximum use of City funds; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS: Section 1. The rules and regulations which have been approved by the Recreation and Park Advisory Board and the Library Board, as contained as a part of this Resolution, are hereby adopted. Section 2. The fee schedule for the use of various City of Pasco facilities is outlined in the Rules and Regulations, as adopted by the Recreation and Park Advisory Board and Library Board, and contained as part of this Resolution, are hereby adopted. Section 3. Rules and Regulations dated 3/20/72 consisting of eight pages, shall be attached hereto and made a part hereof. Section 4. This Resolution shall be in full force and effect after its passage as required by law. Section 5. This resolution shall repeal Resolution Nos. 734, 751, and 767. Erickson, Director of Recreation & Parks RE: Swimming Pool Fee Changes Nov 6 NAGER'`' The following is additional information regarding changing Swimming Pool fees for the 1976 year. As you know, we basically have a two -fold problem. One is increased operation and maintenance costs due to inflation. The costs of chemicals, supplies and.part-time salaries have raised over the last two to three years without an adjustment in our fees. The difference is now being made up by tax dollars. The second is administration of resident and non-resident charges. The actual day-to-day routine at the pool cashier window where it is determined whether the swimmer is in or out of the City is a problem; however, over-riding that issue is the fact that the children and parents willfully lie about their address to obtain lower fees. This does not occur with season tickets as often as with daily admissions. There are approximately 13,300 season ticket admissions per season and 23,800 daily admissions per season. About 85-90% of all swims are in the children category. During 1975 we received $1,598 in family season tickets; $141 in adult; $313 in student, and $1,051 in child. Swim lessons generated $2,600 and the remainder of $6,117 was daily admissions. During 1975 we received $11,800 in revenue and spent approximately $25,000. Thus, costs are $13,200 per year over revenue. The proposed changes would generate $1,000 of additional revenue. They would also eliminate the resident and non-resident rates and change to single and family admissions instead of child, student, adult and family. Therefore, we would change from the present 16 different rates to only four. It should be noted that each time we increase the daily rate by $.05 we would generate another $1,000. For example, if we raise our rates from the current $.20 to $.30, we would receive $2,000 over 1975 revenue. I would not recommend we increase our season tickets by any more than is proposed. This proposal correlates closely with season ticketsr_harges currently in Kennewick & Richland. - -2 - TO: George Smith Following is a comparison of Pasco, Kennewick and Richland swimming pool rates. I discussed the issue of resident and non-resident rates with Kennewick and Richland Park Departments. Both indicated that they had discussed this matter, however, were not recommending change from their existing fee structure of only one rate and adopting a resident and non-resident rate. In 1975, the total amount of revenue at Memorial Pool was $6,556;aat&tthe Park & Recreation Office $2,872; at Richardson Pool $2,016; and at Kurtzman Pool $356. In addition, we give away 200 free tickets each year which reflects both on operating cost as well as revenue. It is the policy of the City of Pasco to permit the use of City Facilities by community groups as much as possible within the regulations required for the protection of the interest and property of the City. The City Council hereby promulgates rules and regulations which shall govern the use of City owned facilities. No person, or group of persons, shall hold any meeting, or conduct group recreation activities inn any facility except by permit and upon the terms and conditions hereinafter set forth, provided that such permit requirements shall not apply to scheduled City activities. Upon application, such permit will be issued unless... (1) its issuance would obstruct and/or interfere substantially with City use and enjoyment by the Public, or (2) the date and time requested has previously been allocated by permit. 1. Applications must be completed by a qualified adult member of the organization requesting use. 2. All applications must be completed at least two (2) days in advance of the event. 3. No alcoholic beverages are allowed. 4. Cancellations must be made twenty-four (24) hours in advance for applications where no charges are made. Cancellation must be made forty-eight (48) hours in advance for applications in which there is a charge. 5. Permittee shall restore facilities to the condition in which found; use of kitchen and utensils requires that dishes be washed, dried, and stored after use. If the facility is not left in said condition, the permittee will be charged the costs incurred by the City to restore the facility. Costs will apply to both labor and materials involved. 3/20/72 6. Equipment available for use shall be on inventory at the respective facilities. 7. A single application may be made for a series of stated meetings of like character. 8. Permittee shall hold the City free and clear of any and all claims for damages, and loss of property that may result from any act or omission on the part of the permittee or its agents while on City property. 9. If, in the opinion of the City, facilities are needed for a department program, applications may be revoked ten (10) days before the scheduled event. 10. Since the above policies have been established by the City Council, exception may only be made by special City Council action. Such applications must be made at least thirty (30) days in advance of the event. 11. At anytime a recreational facility is used for any purpose except for a directly sponsored Pasco Recreation and Park Department activity, an employee of the Department, and/or City may be required to be present. A fee of $2.50 per hour may be charged against the permittee for each hour the facility is open. 12. In the event a dance is the purpose for renting of a facility, a Police Matron and Police Officers may be required. These will be paid by the permittee. The cost of a business license, which is mandatory, will help defray part of this expense. The Chief of Police determines how many officers will be needed. 13. If, in the opinion of the Director of Recreation and Parks, a supervisor is not needed, the charge for supervision may be waived. 14. The following classifications shall apply for the purpose of deter mining applicable fees and charges: CLASSIFICATION A: Public recreation activities that are co-sponsored by the Recreation and Park Department, such as flower shows, community celebrations, art exhibits, etc. There shall be no scheduled service charge, provided the event is free and open to the public. CLASSIFICATION B: Recreation activities and meetings that are organized, promoted, conducted, and sponsored by non-profit organizations, such as P.T.A., Community Clubs, Service Clubs, or Youth Service Agencies, such as Boy Scouts, Girl Scouts, Camp Fire Girls, C.Y.O., Y.M.C.A., Y.W.C.A., etc., but do not include such groups as square dance clubs, choral groups, hobby clubs, grandmother's clubs, etc., which operate for the primary benefit of their own membership. B-1:. If the event is free and open to the public, there shall be no rental fee charged. There may be a $2.50 per hour charge for a supervisor for each hour the facility is open. -2- B-2: If an admission charge is to be made, donations received or articles or services sold, or club dues paid to meet actual expenses of the event, or if admission is limited to certain individuals such as members, invited guests, etc. There shall be a service charge in accordance with the rates listed herein. CLASSIFICATION C: Any recreation, social or service activity conducted by any person or group of persons not included within Classification A or B hereinabove set forth. C-1: If the event is free and open to the public, there shall be no rental fee charged. There may be a $2.50 per hour charge for a supervisor for each hour the facility is open. C-2: If an admission charge is to be made, donations received or articles or service sold, or club dues paid to meet actual expenses of the event, or if admission is limited to certain individuals such as members, invited guests, etc. There shall be a service charge in accordance with the rates listed herein. 14. CLASSIFICATIONS: All applications for permit use must be categorized into one of the following: A, B-17 B-2, C-1, C-2, Special Board Action II. SERIES OF DATES: Since Regulation No. 7 allows a single application for a series of stated meetings of like character, each specific date must be listed. -3_ Priority will be based on the following: 2 III. STORAGE: Classification "A" has first priority, then Classification "B", then Classification "C". Payment of Fees Due to limited storage space in City facilities, storage space is not available for groups, other than authorized Recreation and Park Department programs. IV. KITCHEN USE: Any organization using the ki.tchen facility must provide for its own towel and dishwashing detergent. It is also responsible for the clean- up of the kitchen ('counter, floor, dishes and silverware washed, dried and put away, etc.). V. PAYMENT PROCEDURE: All pay groups must make payment directly to the Recreation and Park Department. Checks should be made out to the City of Pasco. Fees are due in the Recreation and Parks Department Office, 1125 North Fourth, at least forty-eight hours in advance of the meeting date. VI. CANCELLATION: Applications with no service charge must cancel 24 -hours in advance. Applications in which there is a service charge must be cancelled 48 -hours in advance of meeting date. Cancellations may be made by telephoning the Recreation and Park Office. If, in the opinion of the City, facilities are needed for a depart— ment program, applications may be revoked ten (10) days before the scheduled event. 6. Governmental or Governmental sponsored activities are excluded from the fee charge. FEES For rent of the CITY COUNCIL CHAMBERS, the rental shall be $10.00 for the first three (3) hours and $5.00 for each hour thereafter, or fraction thereof, up to the hour of 12:00 midnight, when the facility must be vacated. -7 P A S C 0 P U B L I C L I B R A R Y RENTAL POLICY The Edna Linbarger Auditorium with seating for 125 is open to any person or group of persons who wish to schedule the room for meetings or group activities. Reservation may be made through the desk clerk. Any non-profit group may use the facilities without charge. Any other group pays a nominal fee of $10.00 plus tax of 50 cents for a four hour period. If the kitchen is used for anything more than coffee an additional charge of $5.00 Plus 25 cents is charged. A deposit of $2.50 is required if a key is needed when the Library is closed. This deposit is refunded when the key is returned. Because it is a city -owned building, alcoholic beverages may not be used. PASCO MUNICIPAL GOLF COURSE CHARGE DEFINITIONS College Student: A student who attends a college on the quarter system and takes at least 12 hours per quarter or a college student on the semester system and takes at least 9 hours per semester. In order to qualify for the college rate a student must at least once a quarter or semester present a copy of their current class schedule. If in the event the student is not enrolled during the summer, a copy of spring quarter or semester must be presented. High School Student: A student of a private or public school system who is 17 years of age or younger or who is older than 17 but still in high school full time.
