RESOLUTION NO.
A JOINT RESOLUTION OF THE CITY OF PASCO
AND THE PUBLIC UTILITY DISTRICT NO. 1 OF
FRANKLIN COUNTY ESTABLISHING A PROGRAM
FOR THE CONVERSION OF OVERHEAD DISTRI-
BUTION LINES TO UNDERGROUND FACILITIES
TOGETHER WITH UNDERGROUND SERVICE CON -

WHEREAS, The City of Pasco and the Public Utility District No. 1 of
Franklin County are desirous of establishing a mutually cooperative program
for the conversion of overhead utility lines to underground facilities in order to
provide a better environment for the citizens of. Pasco, NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF PASCO AND THE COMMIS-
SIONERS OF THE PUBLIC UTILITY DISTRICT NO. 1 OF FRANKLIN
COUNTY DO RESOLVE AS FOLLOWS:
Section 1. Program. The Public Utility Dis'aict proposes to budget and ex-
pend an average of $50, 000 per year for the conversion of existing overhead dis-
tribution circuits to underground facilities within the City of Pasco. This shall in-
clude circuits along arterial streets, in commercial areas and services to public
and semi-public locations such as schools, hospitals and other non -dedicated areas.
The Public Utility District will report to the City at the close of each calendar year
the progress of the program and the accumulative expenditures by the District to
date.
Section 2. Basis of Funding Program.
(a) City Initiated Project: The Public Utility District may include any loss in
retirement value of existing overhead circuits as a portion of the program funding.
The City may contribute cash or services as an addition to the Public Utility Dis-
trict allotment to expedite the program.
(b) Public Utility District Initiated Project: The Public Utility District will
absorb any loss in retirement value of existing overhead lines outside the program.

Section 3. City. Annual Street Budget. The Executive Officer of the City
• each year shall submit the proposed ensuing year's Arterial Street budget to the
Public Utility District at least 60 days prior to the adoption of a new fiscal year's
budget. The Public Utility District agrees to review the streets included and reply
as to its facilities involved and the extent of undergrounding it can perform in con-
junction with the City's improvement prior to the adoption of the new budget by the
C ity.
Section 4. City 6 -Year Street Program. The Executive Officer of the City
shall submit to the Public Utility District each year the proposed 6 -year street
construction program prior to the public hearing as required by law. The Public
• Utility District agrees to make an annual response as to its facilities involved in the
City's 6 -year program. Consideration will be given by the City to scheduling pro-
jects so that heavy Public Utility District involvement and expense over the average
budget funding will not come in consecutive years.
Section 5. New Utility Distribution System Construction. A general policy of
the Public Utility District shall be that all new residential single phase distribution
facilities within the City limits will be constructed underground (transformers ex -
eluded) where normal excavating conditions exist. It is not the Public Utility Dis-
trict's intent to include any newly constructed underground facility as a part of the
conversion :program.
• Section 6. Service Connections.
It will be the City's responsibility to require,
individual property owners to convert their facilities to receive underground service
and install the underground service to the property line or the District's delivery
point whenever a conversion program is implemented. This is to expedite the removal
of overhead lines when underground distribution service is available so that the

District will. not be required to maintain two distribution systems.
Section 7. Effective Date. This resolution shall be in full force and effect
after its passage as required by law.
