WHEREAS, In a society beset with traffic congestion, air pollution and
a scarcity of available land a viable rail system is a national mandate; and
WHEREAS, large urban areas require such a viable rail system to carry
commuters and medium distance travellers; and
WHEREAS, the "RAILPAX" system is about to be implemented to insure
that the needs for passenger rail service can be continued as economically as
possible and still meet the needs of the public; and
WHEREAS, a route between Spokane and the Puget Sound area of the
State of Washington serving Adams, Benton, Franklin, Kittitas, Walla Walla
and Yakima Counties with a 1970 population of approximately 318,000 and with
an over-all distance from Spokane to Seattle of approximately 360 miles is be-
ing considered; and
WHEREAS, a second alternate route between Spokane and the Puget Sound
area serving Chelan, Douglas, Grant and Lincoln Counties with a 1970 popula-
tion of approximately 110,000 and with an over-all distance from Spokane to
Seattle of approximately 300 miles is also being considered; and
WHEREAS, the first described route serves nearly three times as many
people with an increased distance of only about 20%, NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS
FOLLOWS:
Section 1. That the Federal Railroad Administration and all others in authority
carefully review the needs of the people of Pasco and the Yakima Valley area to
have continued passenger train service.
Section 2. That a finding be made that a route for "RAILPAX" passenger rail
service be selected through Pasco in order to best meet the needs of the majority
of people residing between Spokane and the Puget Sound area.
Section 3. This Resolution shall be in full force and effect after its passage as
required by law.
