A RESOLUTION SETTING FORTH THE POLICY OF THE
CITY OF PASCO FOR WORKING AGAINST DISCRIMINA-
TION; CREATING A "PASCO ANTI -DISCRIMINATION
COMMISSION", PROVIDING FOR THE TERMS OF OFFICE
AND METHOD OF APPOINTMENT; AND SPECIFYING THE
DUTIES AND RESPONSIBILITIES OF THE PASCO ANTI-
DISCRIMINATION COMMISSION.
WHEREAS, the City Council of the City of Pasco desires to eliminate dis-
crimination and promote equality of opportunity for all people regardless of race,
creed, color or national origin; and
WHEREAS, to assist and advise the Council in such anti -discrimination
efforts there should be appointed a broadly based and representative commission
whose members have a genuine commitment to eliminate discrimination and work
for the equality of opportunity for all people; NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO RESOLVE
AS FOLLOWS:
Section 1 . The policy of the City of Pasco is to work against discrimination and
to attain equality of opportunity for all people of the City. This can be accomp-
lished by opening lines of communication where ever possible between people and
groups within the community; by identifying areas of discontent with community
life as it presently exists and to recommend action programs to eliminate such
problems; by fostering good will, cooperation and conciliation throughout the
community; by conducting investigations and by reviewing conditions which re-
quire remedial action; and by performing such other services as needed to ac-
complish the intent of this resolution.
Section 2. In order to assist the City Council in carrying out this policy there
is hereby established a "Pasco Anti -Discrimination Commission" composed of
twelve (12) members who shall be representative of all the people of the City.
They shall be selected and appointed by the Mayor from amongst nominations re-
ceived from the community at large and such appointments shall be subject to con-
firmation by a majority of the City Council. All members shall be appointed for a
term of three years, except that for the first term four of the members shall be ap-
pointed for three years; four for two years and four for one year. Any vacancies
in unexpired terms shall be filled in the same manner as the original appointment.
The Mayor may remove any member with confirmation of the Council. Members
shall serve without compensation. Further, the Anti -Discrimination Commission
may adopt such rules of procedure as are necessary to accomplish their duties
described below, subject to confirmation by the City Council of Pasco.
Section 3. The duties of the Pasco Anti -Discrimination Commission shall be to
implement the policies as recited in Section 1. This shall include the responsibility
to carry out public education programs and to solicit the cooperation of individuals
and organizations in the City to attain equality of opportunity for all people. The
Commission shall report quarterly to the City Council on studies and investigations
in which it has participated and the Commission may make immediate recommenda-
tions to the City Council for appropriate action when necessary.

Section 4. This Resolution shall be in full force and effect after its passage
as required by law.
PASSED by the City Council and APPROVED as provided by law,
this 5th day of January, 1971.
