A RESOLUTION AMENDING SECTION I OF RESOLUTION NO. 833, AND ADDING
A NEW SECTION, TO BE SECTION 8, TO RESOLUTION NO. 833, AND BEING
A RESOLUTION TO INITIATE AN ANNEXATION ELECTION.
WHEREAS, the City of Pasco has initiated annexation proceedings by passage
of Resolution No. 833, and
WHEREAS, pursuant to said Resolution the Mayor of the City of Pasco did
convene a Review Board, and
WHEREAS, said Review Board did meet on December 2, 1970, and did make
findings as required by law, which in part recommended that the City of Pasco
reduce the area proposed to be annexed, and which further recommend that
the City of Pasco accept a portion of the Franklin County committed indebtedness
with respect to a new bridge proposed to be constructed between the cities
of Pasco and 'Kennewick, and
WHEREAS, the City Council having been provided with the Review Board
Findings and having duly considered the recommendations set forth above, and
the City Council finding said recommendations to be in the best interest and
general welfare of the City of Pasco, and the City Council being otherwise duly
advised with respect to said annexation, NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS:
Section 1. Section 1 of Resolution No. 833 is hereby amended to read as
follows:
"Section 1. The best interests and general welfare
of the City of Pasco would be served by the annexation
of unincorporated territory contiguous to the City of Pasco,
located in Township 9 North, Range 29 East Willamette Meridian,
Franklin County, Washington, more particularly described
as follows:
Beginning at the southeast corner of the northeast quarter of Section
24; thence westerly along the south line of the northeast quarter of
said section 24 to the southwest corner of the southeast quarter of the
southwest quarter of the northeast quarter of said Section 24; thence
northerly along the east line of the southwest quarter of the southwest
quarter of the northeast quarter of said Section 24 to the southeast

corner of the north half of the south half of the southwest quarter of
the southwest quarter of the northeast quarter of said Section 24; thence
westerly along the south line of the north half of the south half of the
southwest quarter of the southwest quarter of the northeast quarter of
said Section 24 to the southwest corner of the north half of the south
half of the southwest quarter of the southwest quarter of the northeast
quarter of said Section 24; thence southerly along the centerline of
said Section 24 to the southeast corner of the north half of the southwest
quarter of said Section 24; thence westerly along the south line of the
north half of the southwest quarter of said Section 24 and continuing
westerly along the south line of the north half of the southeast quarter of
said Section 23 (centerline of Pearl Street) to the southwest corner of
the north half of the southeast quarter of said Section 23; thence southerly
along the centerline of said Section 23 (centerline of Road 44) to the
northeast corner of the northwest quarter of Section 26; thence westerly
along the north line of the northwest quarter of said Section 26 (center -
'line of Court Street) to the northwest corner of the east half of the
northwest quarter of said Section 26; thence southerly along the west line
of the east half of the northwest quarter of said Section 26 (centerline of
Road 48) to the southwest corner of the east half of the northwest quarter
of said Section 26; thence westerly along the south line of the northwest
quarter of said Section 26 (centerline of Sylvester Street) to the north-
west corner of the southwest quarter of said Section 26; thence southerly
along the west line of said Section 26 (centerline of Road 52) and its
projections thereof to the center of the Columbia River; thence south-
easterly along the center of the Columbia River to the point of inter-
section with the southwesterly projection of the west right of way line
of PSH #3; thence northeasterly along said southwesterly projection
and west right of way line to the point of intersection with the east
line of Road 32; thence northerly along said east line to the point of
intersection with the easterly projection of the north line of the utility
easement as dedicated in Thompson Subdivision recorded on Page 66 in
Volume "B" of Plats, Franklin County; thence westerly along north line of
said utility easement to the point of intersection with the west line of
Lot 20 of said Thompson Subdivision; thence northerly along west line of
said Lot 20 and its northerly projection thereof to the point of inter-
section with the south line of the northwest quarter of Section 25; thence
westerly to the point of intersection with the west line of the east half
of the east half of the southwest quarter of the northwest quarter of said
Section 25; thence northerly along the said west line of the east half of
the east half of the southwest quarter of the northwest quarter of said
Section 25 to the point of intersection with the south line of the north
half of the northwest quarter of said Section 25; thence easterly along
said south line of the north half of the northwest quarter of Section
25 to the southeast corner of the north half of the northwest quarter of
said Section 25; thence southerly along the east line of the northwest
quarter of said Section 25 to the center of said Section 25; thence
easterly along north line of the southeast quarter of said Section 25 to
the point of intersection with the east line of the west half of the
northwest quarter of the northwest quarter of the southeast quarter of
said Section 25; thence southerly along the east line of the west half of
the northwest quarter of the northwest quarter of the southeast quarter
the point of intersection with the north right of way of blest Lewis Street
(formerly PSH #3); thence southeasterly along said north right of way
line to the point of intersection with the west line of the west half of
the southeast quarter of the northwest quarter of the southeast quarter
of said Section 25; thence northerly along the west line of the west half
of the southeast quarter of the northwest quarter of the southeast quarter
of said Section 25 to the point of intersection with the north line of
the southeast quarter of the northwest quarter of the southeast quarter
of said Section 25; thence easterly along the north line of the southeast
quarter of the northwest quarter of the southeast quarter of said Section

25 to the point of,intersection with the east line of the west half of the
southeast quarter of the northwest quarter of the southeast quarter of said
Section 25; thence southerly along the east line of the west half of the
southeast quarter of the northwest quarter of the southeast quarter of
said Section 25 the point of intersection with north right of way line of
Test Lewis Street (formerly PSH #3); thence southeasterly along said
north right of way line to the point of intersection with the north
line of the southeast quarter of the southeast quarter of said Section
25; thence easterly along the north line of the southeast quarter of the
southeast quarter of said Section 25 to the point of intersection with a
line 40 feet west of and parallel to the east line of said Section 25;
thence northerly along said line 40 feet west of and parallel to the east
line of Section 25 to a point 30 feet north of the east -west centerline of
said Section 25; thence east a distance of 10 feet; thence northerly along
a line 30 feet west of and parallel to said east line of Section 25 to the
point of intersection with the easterly extension of the north right of way
line of Henry Street; thence west a distance of 10 feet; thence northerly
along a line 40 feet west of and parallel to said east line of Section 25
a distance of 125 feet; thence east a distance of 10 feet; thence northerly
along a line 30 feet west of and parallel to the said east line of Section
25 to the point of intersection with the north line of said Section 25;
thence westerly along said north line of Section 25 to the point of inter-
section with the east line of the Church of God Plat as recorded on Page 70
of Volume "C" of Plats, Franklin County; thence southerly along the east
line of said Church of God Plat to the point of intersection with south
line of said Church of God Plat; thence westerly along said south line of
the Church of God Plat to the point of intersection with the west line of
the northeast quarter of the northwest quarter of the northeast quarter of
said Section 25; thence southerly along the said west line of the northeast
quarter of the northwest quarter of the northeast quarter of Section 25 to
the point of intersection with the south line of the said northeast quarter
of the northwest quarter of the northeast quarter of Section 25; thence
westerly along the said south line of the northeast quarter of the north-
west quarter of the northeast quarter of Section 25 to the point of inter-
section with the west line of the east half of the west half of the said
northeast quarter of the northwest quarter of the northeast quarter of
Section 25; thence northerly along said west line of the east half of the
west half of the northeast quarter of the northwest quarter of the northeast
quarter of Section 25 to the point of intersection with north line of
said Section 25 (centerline of Court Street); thence westerly along said
north line of Section 25 to the southwest corner of the southeast quarter
of Section 24; thence northerly alone the west line of the said southeast
quarter of Section 24 to the point of intersection with north line of the
southwest quarter of the southwest quarter of the southeast quarter of said
Section 24; thence easterly along the said north line -of the southwest quarter
of the southwest quarter of the southeast quarter of Section 24 to the point
of intersection with the west line of east half of the southwest quarter of
the southeast quarter of Section 24; thence northerly along the said west
line of the east half of the southwest quarter of the southeast quarter of
Section 24 to the southwest corner of Ventura Heights Addition as recorded
on Page 102 of Volume "C" of Plats, Franklin County; thence northerly
along the west line of said Ventura Heights Addition to the point of inter-
section with the south line of Headlight Addition to Pasco as recorded on
Page 26, Volume "Q" of Plats of Franklin County; thence westerly to a point
on the said south line of Headlight Addition, said point being 525 feet east
of the east line of vacated Vancouver Street; thence north to the
point of intersection with the east right of way line of PSH #3; thence
northeasterly along said highway right of way to the point of intersection
with the centerline of vacated Ella Street of said Headlight Addition;
thence east along the said centerline of vacated Ella Street to a point
which is 966 feet east of the east line of said vacated Vancouver Street;
thence north at right angles to the centerline of said vacated Ella Street a
distance of 70 feet; thence east at right angles to the last mentioned course

to the centerline of Sylvan Street of said Headlight Addition (centerline of
Road 24); thence northerly along the said centerline of Sylvan Street to the
point of intersection with the south right of way line of PSH #3 as existed
in 1956; thence easterly along said highway right of way to the point of
intersection with the west right of way line of Chase Avenue; thence east
to the point of intersection with the east line of Section 24; thence
northerly to the southeast corner of the northeast quarter of said
Section 24 being the point of beginning.
Section 2. There is hereby added to Resolution No. 833, a new section to be
Section 8, to read as follows:
"Section 8. The City of Pasco assumes and agrees to pay the
percentage of Franklin County's share of the Inter -City Bridge Funding
Agreement equal to the percent reduction in the total assessed value
of -the Road District as a result of the annexation (approximately
equal to $41,000)."
PASSED by the City Council and APPROVED as provided by law this 15
day of December 1970.

Board, substantiated by Resolution,No.'836, passed by the Pasco City
Council at their regular meeting on December 15, 1974. This is in
compliance with Section 6 of Resolution No., 833, certified and .for-•
warded to your office on November 18, 1970.
Perhaps this election could be scheduled to correspond with the up-
coming school election, to be held 'in early February. If we can be
