RESOLUTION NO.
A RESOLUTION DESIGNATING THE CITY MANAGER
AS THE BARGAINING REPRESENTATIVE FOR THE
CITY OF PASCO.
THE CITY COUNCIL OF THE CITY OF PASCO DOES RESOLVE
AS FOLLOWS:
Section 1. The City Manager is hereby designated as the bargaining
representative of the City of Pasco to conduct labor negotiations with
municipal employees.
Section 2. The City Manager shall proceed under the general
laws of the State of Washington with respect to formal labor agree-
ments in those instances where employees are members of a bargaining
unit.
Section 3. The City Manager shall have the power to designate
someone to act in his place, whenever he feels it necessary and in
the City's best interests.
Section 4. The City Manager, or his appointee, is authorized to
meet and to engage in collective bargaining with employees or their
bargaining representatives, at reasonable times, and to confer and
negotiate in good faith agreements on behalf of the City with respect
to wages, hours, grievance procedures, and other working conditions
not otherwise covered or excluded by ordinance or resolution of the
City of Pasco or by the general laws of the State of Washington.
Section 5. Agreements shall be subject to final approval by the
City Council, which shall not be unreasonably withheld.
Section 6. It is the purpose of this resolution to establish the
City Manager as the City's bargaining representative and to vest in him
theahili to r*votiate without interference, with the intent that the
policy sei Wth herein will improve the collective bargaining process
between the City and its employees.
Section 7. This resolution will be in full force and effect after
its passage as required by law.
PASSED by the City Council and APPROVED as provided by law
