A RESOLUTION DECLARING THAT THE
ACQUISITION OF CERTAIN REAL PROPERTY
IS NECESSARY FOR URBAN RENEWAL.
WHEREAS, the City of Pasco has previously resolved, in
Resolution No. 684, that certain blighted areas exist within the City
and that rehabilitation, redevelopment, or a combination thereof, is
necessary in the interest of the public health, safety, morals or
welfare of the residents of the City of Pasco; and
WHEREAS, Resolution No. 729 has been adopted providing for
public hearings to determine findings regarding urban renewal areas;
and
WHEREAS, Resolution No. 730 has been adopted approving the
urban renewal plan and feasibility of .relocation; and
WHEREAS, RCW 35. 81. 080 requires that, before a municipality
may acquire by condemnation any interest in real property for an urban
renewal project, a resolution that certain real property is necessary for
the purpose of urban renewal, and that certain real property, as listed
below, is in fact necessary for the urban renewal project; and the City
of Pasco has been unable to acquire the below described parcels by
negotiation and purchase, at the maximum price approved by the Department
of Housing and Urban Development;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
PASCO HEREBY RESOLVES AS FOLLOWS:
Section 1. The acquisition of the parcels of the following described
real property is necessary for the purpose of carrying out the urban
renewal project previously adopted by the City of Pasco:
Lots 10 and 11, Block 103, Northern Pacific Plat of Pasco,
according to the plat thereof recorded in volume "B" of
plats, page 32, in Franklin County, Washington.
Lots 12, 13 and 14, Block 101, Northern Pacific Plat of
Pasco, according to the plat thereof recorded in volume "B"
of plats, page 32, in Franklin County, Washington.
The south half of Lot 2, all Lots 3 and 4, Block 101, Northern
Pacific Plat of Pasco, according to the plat thereof recorded
in volume "B" of plats, page 32, in Franklin County, Washington.
The east 54 feet of the north half of Lot 5, the south half of
Lot 5, all of Lots 6, 7 and 8, all in Block 99, Pasco Land
Company's First Addition to Pasco, according to the plat
thereof recorded in volume "B" of plats, page 39, in
Franklin County, Washington.
Lots 3, 4 and 5, Block 123, Pasco Land Company's First
Addition to Pasco, according to the plat thereof recorded in
volume "B" of plats, page 32, in Franklin County, Washington.
Lots 8, 9, 10, 11 and 12, Block 123, Pasco Land Company's
First Addition to Pasco, according to the plat thereof recorded
in volume "B" of plats, page 39, in Franklin County, Washington.
Lots 4 and 5, Block 98, Pasco Land Company's First Addition
to Pasco, according to the plat thereof recorded in Volume
"B" of plats, page 39, in Franklin County, Washington.
Lots 23 and 24, Block 128, Pasco Land Company's First
Addition to Pasco, according to the plat thereof recorded in
volume "B" of plats, page 32, in Franklin County, Washington.
Lots 9, 10, 11 and 12, Block 128, Pasco Land Company's First
Addition to Pasco, according to the plat thereof recorded in
volume "B" of plats, page 39, in Franklin County, Washington.
Lot 3, Block 98, Pasco Land Company's First Addition to Pasco,
according to the plat thereof recorded in volume B of plats,
page 39, in Franklin County, Washington.
The east half of Lot 8 and all of Lot 9, Block 103, Plat of Pasco,
filed March 11, 1889 (commonly and often called Northern Pacific
Railroad Company's Plat of Pasco, according to the original plat
thereof on file and of record in the office of the auditor of
Franklin County, Washington), less any land taken by the City
of Pasco for the improvement of Lewis Street, in Pasco, Franklin
County, Washington.
Lots 5, 6, 7 and 8, Block 2, Steffin's Amended Addition to Pasco,
according to the plat thereof recorded in the office of the auditor of
Franklin County, Washington, together with the north half of
vacated "B" Street adjoining said Lot 8.
PASSED by the City Council and APPROVED as provided by law
this day of August, 1970.
