HomeMy WebLinkAbout0816 Resolutionr RESOLUTION NO. 816 A RESOLUTION CREATING A "PASCO POLICE COM- MUNITY RELATIONS ADVISORY COUNCIL" FOR THE CITY OF PASCO, PROVIDING FOR THE FORMATION OF THE ADVISORY COUNCIL, METHOD OF APPOINT_ MENTS , TERM OF OFFICE, PURPOSE OF ADVISORY COUNCIL, AND RESPONSIBILITIES THEREOF. WHEREAS, It is the desire of the City of Pasco Police Department to have the understanding and goodwill of the citizens of the community; and WHEREAS, It is the desire of the citizens of the community to have the under- standing and goodwill of the Pasco Police Department; and WHEREAS, It is felt that the creation and implementation of a Pasco Police Community Relations Advisory Council would be an effective and fair way to develop mutual understanding, NOW, THEREFORE: THE CITY COUNCIL OF THE CITY OF PASCO DO HEREBY RESOLVE AS FOLLOWS: Section 1. Creation: There is hereby created a PASCO POLICE COMMUNITY RELATIONS ADVISORY COUNCIL for the City of Pasco 15 (here -in -after referred to as the "Advisory Council"), which shall be comprised -of members, who will serve without compensation, and to be ap- pointed by the Mayor on 'approval of the City Council. Section 2. Method of Selection: Names of candidates for appointment to the Pasco Police Community Relations Advisory Council shall be presented to the Mayor from: Civic Organizations, Service Clubs, Business Organizations, and any other interested groups, Membership shall be selected so as to reflect all segments of the community. Section 3. Term of Office: Term of office shall be from May 1st to May 1st of each year; except in the case of the first appointments to the Advisory Council in which case the first seven (7) people named to the Advisory Council shall be for a term of six months (6 months) and there- after all appointments shall be for one year. Section 4. Removal from Office: Three (3) consecutive absences from meetings shall be cause for removal from member- ship on the Advisory Council. Removal may be by two-thirds (2/3) vote of a quorum. Section 5. Vacancies: Vacancies on the Advisory Council shall be filled by the same method of original appoint- ment, and the newly appointed replacement shall serve for the unexpired term. Section 6, Capacity: The Pasco Police Community Relations Advisory Council is advisory in character and may not be delegated administrative authority or responsibility beyond that which the City Council may authorize. Section 7. Quorum: For purpose of holding meetings and transactiong of business, a total of 8 members shall constitute a quorum. -Section 8-: T%eeungs: _T. : Advisory Council shall meet at least once each month; and may hold additionai- meetings upon call by a majority of the membership or by the Chairman. Section 9. Officers: At the first regular meeting in June of each year, (other than the initial year), a Secre- tary shall be elected from the membership by popular vote. The Chairman of the Advisory Council shall be the Chief of Police. Section 10. Adoption of Rules: The Advisory Council may develop such by-laws as necessary to accomplish their purpose. Section 11. Purpose: The purpose of the Advisory Council is to: a) Improve the local situation, create a greater respect on the part of the police for the rights of individuals, and of individuals for the rights and responsibilities of the police, and ease the tensions that now exist between the police and the community. . b) To allay suspicions and hostilities that uniformed officers and members of the com- munity are alleged to have toward each other. c) To further the understanding, attitudes, skills and knowledge of the professional police concerning their leadership role in the community; to further their understanding of ways to communicate the functions of law enforcement to the citizens, and to explore methods for coping with persons under stress in today's complex urban environment. d) To advise the police department on the feelings of the community regarding police com- munity relations as things occur within the City. e) To schedule programs for community education with regard to community relations beneficial to the department and to the community. Section 12. Minutes: Minutes shall be taken at each meeting, and copies of minutes of each meeting of the Advisory Council shall be forwarded to the City Manager. Section 13. Effective Date: This Resolution shall be in full force and effect after its passage and approval as re- quired by law.
