HomeMy WebLinkAbout0813 ResolutionCITY OF PASCO, WASHINGTON RESOLUTION NO. 813 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DECLARING ITS INTENTION TO ORDER THE IMPROVEMENT OF CHASE AVENUE FROM LEWIS STREET TO COURT STREET WITHIN THE CITY -OF PASCO, WASHING- TON, TO ARTERIAL STANDARDS BY GRADING, CONSTRUCTING AND INSTALLING STORM SEWERS, CURBS, GUTTERS, NECESSARY SIDEWALKS, ASPHALT TREATED BASE COURSE, ASPHALT CONCRETE SURFACING, TRAFFIC CONTROL DEVICES AND ALL INCIDENTAL WORK, AND TO CREATE A LOCAL IMPROVEMENT DISTRICT TO ASSESS A PART OF THE COST AND EXPENSE OF CARRYING OUT SAID ARTERIAL STREET IMPROVEMENTS AGAINST THE PROPERTY SPECIALLY BENEFITED THEREBY; AND NOTIFYING ALL PERSONS WHO MAY DESIRE TO OBJECT TO SAID IMPROVEMENTS TO APPEAR AND PRESENT THEI,j OBJgCTIONS AT A MEETING OF THE CITY COUNCIL TO BE HELD ON Apri7/, 970 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, AS FOLLOWS: Section 1. It is the intention of the City Council of the City of Pasco, Washington, to order arterial street construction consisting of storm sewers, curbs, gutters, necessary sidewalks, grading, asphalt treated base course, asphalt concrete surfacing, traffic control devices and all incidental work on the following arterial street in the City of Pasco, Washington to wit; Chase Avenue from Lewis Street to Court Street; to be constructed and installed in accordance with the plans and specifications to be prepared by Sandra R. Stanley, City Engineer. Section 2. The total estimated cost of such improvement is $313,700.00 and not to exceed a total of $32,500.00 of the cost and expense of said im- provement shall be borne by and assessed against the properties specially benefited by such improvement to be included in the Local Improvement District to be established embracing as near as may be, all of the properties specially benefited by such improvement. Approximately $15,000.00 of the cost and ex- pense of carrying out such improvement will be paid by Franklin County, and for balance of such cost and expenses of carrying out such improvement, shall be paid from Urban Arterial Trust Funds, anticipated to be received from State of Washington. Should additional funds become available from Franklin County or Urban Arterial Trust Funds, the amount to be assessed would be reduced. Section 3. It is the intention of the City Council of the City of Pasco, Washington, to create a Local Improvement District to include for the purpose of assessment, all properties within the boundaries described as follows: a Beginning at the Northeast corner of Section 25, Township 9 North, Range 29 East W.M., which is the intersection of the centerlines of Court Street and Chase Avenue; thence south along the east line of said Section 25, also being the centerline of Chase Avenue to the point of intersection with the centerline of vacated Hopkins Street as plated in O'Keefe's Third Addition to Pasco, as recorded in Volume B, Page 37, Book of Plats of Franklin County; thence west along the said centerline of Hopkins Street to the point of intersection with the northerly projection of the west line of the East Half of Block 13 of the said O'Keefe's Third Addition; thence south along the said west line and its projections thereof to the point of intersection with the centerline of West Lewis Street; thence southeasterly along the said centerline of West Lewis Street to the point of intersection with the centerline of Chase Avenue, which is the East line of said Section 25; thence north along the said centerline of Chase Avenue to the point of intersection with the centerline of Bonneville Street; thence east along the centerline of Bonneville Street to the point of intersection with southerly projection of the east line of the west half of Block 10, Columbia Addition as recorded in Volume B, Page 68, Book of Plats of Franklin County; thence northerly along said east line and its projections thereof continuing through the center of Blocks 7, 6, 3, 2, all in said Columbia Addition to the point of inter- section with the centerline of Sylvester Street, which is the north line of the southwest quarter of Section 30, Township 9 North, Range 30, East W.M.; thence east along said centerline of Sylvester Street to the point of intersection with the southerly projection of the east line of the west half of Block 1, Meridian Addition, as recorded in Volume B, Page 77, Book of Plats of Franklin County; thence northerly along said east line and its projections thereof, continuing through the center of Blocks 2 and 3 of said Meridian Addition to the point of intersection with the centerline of Margaret Street; thence east along said Margaret Street to the point of intersection with the southerly projection of the east line of the west half of Block 1, Carter Addition, as recorded in Volume B, Page 83, Book of Plats of Franklin County; thence northerly along said eastline and its pro- jections thereof, continuing through the center of Blocks 2, 3 and 4, of said Carter Addition to the point of intersection with the north line of said Carter Addition; thence east along the said north line of Carter Addition which is also the south line of Buck's Second Addition to Pasco, as recorded in Volume B, Page 74, Book of Plats of Franklin County, to the point of intersection with the east line of the west half of said Buck's Second Addition; thence northerly along said east line to the north line of said Buck's Second Addition, which is also the south line of Star Addition to Pasco, as recorded in Volume C, Page 10, Book of Plats of Franklin and continuing northerly to the point of inter- section with the north line of said Section 30, also being the center- line of Court Street; thence west along centerline of Court Street to the Point of Beginning, which is also the northwest corner of said Section 30. Section 4. All persons who may desire to object to the improvements herein mentioned are hereby notified to appear and present such objections at a meeting of the City Council, to be held in the Council Chambers in the City Hall, Pasco, Washington, at 8:00 P.M. (PST) on April 7, 1970 , which time and place are hereby fixed for hearing all matters relating to said proposed improvements and all objections thereto and for determining the method of payment for said improvements. Section 5. Sandra R. Stanley, City Engineer, is hereby directed to submit to the City Council on or prior to the 7th of April, 1970 , all data and information required by law to be submitted.
