HomeMy WebLinkAbout0802 ResolutionJ RESOLUTION NO. 80 2 A RESOLUTION RELATIVE TO AN URBAN PLANNING ASSISTANCE GRANT PROVIDING FOR SERVICES BETWEEN THE CITY OF PASCO AND FRANKLIN COUNTY FOR PLANNING AND DEVELOPMENT TO PROMOTE THE GENERAL HEALTH, SAFETY, AND WELFARE OF THE CITIZENS OF SAID COUNTY. WHEREAS, the City of Pasco desires to provide for a Planning Study contributing to an over-all program for future community development, the preservation of community values, the prevention of conditions tending to cause urban blight, and the promotion of the general health, safety and welfare of its citizens; and WHEREAS, the State Department of Commerce and Economic Development, under authority of Chapters 157 and 215, Statutes 1957, Regular Session, may provide planning assistance for such a program and receive financial assist- ance from the Urgan Renewal Administration, as authorized by Section 701 of the Housing Act of 1954;as amended by the Housing Act of 1959, and again by the Housing Act of 1960; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS: Section J. The City of Pasco hereby requests the State Department of Commerce and Economic Development to provide planning assistance under authority of Chapters 157 and 215, Statutes 1957, Regular Session, with such financial assistance as may be provided by the Urban Renewal Administration, under authority of Section 701 of the Housing Act of 1954 (P.L. 860, 83rd Congress). That such planning assistance is more particularly described in a project description that is attached hereto and made a part of this Resolution as it fully sets forth herein. Section 2. The City of Pasco, subject to approval of such planning assistance by t e State and Federal authorities, hereby authorizes: (a) Payment to the State Department of Commerce and Economic Development of a sum not to exceed $13,720 in services, and (b) Use of personnel of the City of Pasco for technical assistance in this project, which assistance has an estimated value of $13,720. Section 3. That, the total estimated cost of the City of Pasco's project as planned is $41,160. Section 4. That, the authorized official of the City of Pasco be, and he hereby is, authorized and empowered to execute in the name of the FRANKLIN COUNTY COMMISSIONERS, all necessary contracts and agreements to implement and carry out the purposes specified in this Resolution. Section 5. This Resolution shall be in full force and effect after its passage as required by law. Project Description ; j A comprehensive development plan for Franklin County and'updating of the ComprehensiJe Plan for the City of Pasco is proposed.�The planning area includes all rural and urban developable areas in'.the County. The urban area's include Pasco, Riverview (a highly popula-. ted area west of Pasco), Connell, -Mesa, Kahlotus, Eltopia and Basin City. The project will consist of a detailed inventory of the existing assets and i:::b ; —4 as of the planning area. The needs and desires of the County will be determined by axaming tchase existing conditions which include historical background, land use, popula- tion ano acono,ic analysis, circulation, housing and community facilities.
