HomeMy WebLinkAbout0794 Resolutiont .� RESOLUTION NO. q4 - A RESOLUTION PROTESTING THE PROPOSED DIS- CONTINUANCE OF NORTHERN PACIFIC PASSENGER TRAINS NO. 1 AND NO. 2. WHEREAS, The Northern Pacific Railway Co. has petitioned the Interstate Commerce Commission for the discontinuance of Northern Pacific Passenger Trains No. 1 and No. 2 (The Mainstreeter) between St. Paul, Minnesota and Seattle and Tacoma, Washington (Case No. FD 25716); and WHEREAS, Although the Northern Pacific Railway Co. state their reason for the requested discontinuance of these two trains to be that they are "losing money through their operation", it should be pointed out that there are other trains in the country making substantial profit and, indeed, up -grading their trains to the point where they are appealing to the public (example: trains from Washington, D. C. to the various Eastern cities); and WHEREAS, At the present time, there are only two passenger trains operating between here and Seattle; and WHEREAS, At the present time, there are only two Northern Pacific passenger trains operating between here and Spokane and other Eastern points; and WHEREAS, The passenger trains operating between St. Paul, Minnesota and Seattle -Tacoma and which traverse the State of Washington are: No. 1 (Westbound) and No. 2 (Eastbound) which stop in the State of Washington at Spokane, Cheney, Ritz- ville, Connell, Pasco, Kennewick, Prosser, Toppenish, Yakima, Ellensburg, Cle Elum, Lester, Maywood, Kanaskat, East Auburn and Kent. No. 25 (Westbound) and No. 26 (Eastbound) which stop in the State of Washington at Spokane, Pasco, Yakima, Ellensburg and East Auburn; and WHEREAS, At the present time, there is only one passenger train departing from Pasco to the West in the A. M. (#25 at 2:40 A.M.) and one in the P. M. (#1 at 5:23 P.M.); and WHEREAS, At the present time, there is only one Northern Pacific passenger train departing from Pasco to Spokane in the A. M. (#2 at 1:15 A.M.) and one in the P. M. (#26 at 8:49 P.M.); and -1- WHEREAS, The Tri -City area constitutes a mass population of some 100,000 r' people who have a need to move from place to place, and WHEREAS, The Northern Pacific Passenger Trains No. 1 and No. 2 are the last trains serving certain communities of the State; and WHEREAS, Northern Pacific Passenger Trains No. 1 and No. 2 do render a very valuable service to the people of our State, especially: students attending various colleges; State Institutions, business communities, family travel, many people who travel, but prefer not to fly; and WHEREAS, Northern Pacific Passenger Trains No. 1 and No. 2 also provide ad- ditional services such as handling mail, baggage, express and many other important governmental shipments; and WHEREAS, The discontinuance of. the Northern Pacific Passenger Trains No. 1 and No. 2 would create a hardship to the citizens of the State of Washington in general, and to the people of this area in particular; and WHEREAS, The service provided by the operation of these two passenger trains is necessary to the preservation of health, safety and welfare of the people of this area, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DO HEREBY RESOLVE: Section 1 . The City of Pasco does hereby protest the proposed dis- continuance of Northern Pacific Trains No. 1 and No. 2 (The Mainstreeter) be- tween St. Paul, Minnesota and Seattle and Tacoma, Washington. Section 2. The City of Pasco implores the Interstate Commerce Commission to seriously consider our protest set forth in Section 1 above, for the following reasons: a) These trains are imperative to the public health, safety and welfare. b) Discontinuance of the service would create an extreme hardship to the people of the area. c) Services provided by these passenger trains (No. 1 and No. 2) is of the kind that cannot be replaced by any other mode of transportation. -2- Section 3. The operation of the Northern Pacific Passenger Trains No. 1 and No. 2 is imperative to the convenience and a necessity to the people of the State of Washington and of this area. In fact, discontinuance of those two trains would place the mass of people depending on Railroad transportation in a "stranded" position. Section 4. This Resolution shall be in full force and effect after its passage and approval as provided by law.
