RESOLUTION NO. 795
A RESOLUTION OF THE CITY COUNCIL, OF THE CITY OF PASCO, WASHINGTON
DECLARING ITS INTENTION TO ORDER THE -IMPROVEMENT OF COLUMBIA STREET
FROM 10TH AVENUE TO 4TH,AVENUE AND CERTAIN -OTHER STREETS AND AVE-
NUES IN THE CITY OF PASCO, WASHINGTON, BY GRADING, CONSTRUCTING
AND INSTALLING ASHPALT TREATED BASE COURSE, ASPHALT CONCRETE
SURFACING, GUTTERS AND ALL INCIDENTAL WORK, AND TO CREATE A
LOCAL IMPROVEMENT DISTRICT TO ASSESS A PART OF OR ALL OF THE
COST OF EACH CONTINUOUS UNIT OF SUCH IMPROVEMENT AGAINST THE
PROPERTIES IN SUCH DISTRICTS SFECIALLY BENEFITTED THEREBY AND NOTIFY-
ING ALL PERSONS WHO DESIRE TO OBJECT TO SUCH IMPROVEMENT TO APPEAR
AND PRESENT THEIR OBJECTIONS AT A MEETING OF THE CITY COUNCIL
TO BE HELD ON SEPTEMBER 16 , 1969.
BE IT RESOLVED by the City Council of the City of Pasco, Washington as follows:
Section to It is the intention of the City Council of the City of
Pasco, Was ng on to order improvements be made on the following streets and
avenues in the City of Pasco, Washington;
a) Columbia Street from 10th Avenue to 4th Avenue by construction
and installation to Arterial standards asphalt treated base
course, asphalt concrete surfacing, gutters, and all necessary
sidewalks and curbs, being one continuous unit of the propossed
improvement and herein referred to as "Unit I."
b) Seventh Avenue from Lewis Street to Columbia Street to be im-
proved by the contruction and installation of asphalt treated
base course, asphalt concrete surfacing, gutters and all necessary
sidewalks and curbs, being one continuous unit of the proposed
improvement and herein referred to as "Unit I1."
Section 2. The total estimated cost of "Unit I" of such improvement
is $80,000.00 and not to exceed a total of $30,000,00 of the cost and expense
of said improvement shall be borne by and assessed against the properties specially
benefitted by such improvement to be included in the Local Improvement District
to be established embracing as near as may be all of the properties specially
benefitted by such improvement. The balance of such cost and expense of caring
out "Unit I" of such improvement shall be paid from the monies in the City "Arterial
Street Fundo"
The total estimated cost of °Unit II" of such improvement is $12,000.00 and the total
of the cost and expense of said improvement shall be borne by and assessed against
the properties specially benefitted by such improvement to be included in the Local
Improvement District to be established embracing as near as may be all of the proper-
ties specially benefitted by such improvement.

Section 3. It is the intention of the City Council of the City of Pasco,
Washington, to create a Local Improvement District to include for the purpose of
assessment, all properties within the boundaries described as follows:
a) Beginning at a point on the centerline of 10th Avenue being the point
of intersection with the westerly projection of the northerly line of Lot
12, Block 4, Pettits Addition as recorded in Volume B, Page 42
Book of Plats; thence easterly along the northerly lines of Lots 12 and 1
in said Block 4, Lots 12 and 1 in Block 3 of said Pettits Addition,
and Lots 12 and 1 in Block 1 of said Pettits Addition and their pro-
jections thereof to the centerline of 7th Avenue, thence northerly along
the centerline of 7th Avenue to a point of intersection with the center-
line of the east/west alley between Columbia Street and Lewis Street;
thence easterly along the centerline of said alley to a point of inter-
section with the east line of Section 30, T9N, R30E, WM; said point being
the east boundary of Pettits Addition; thence, continuing easterly along the
centerline of said east/west alley which is a part of Gerry's Addition as
recorded in Vol. B, Page 18, Book of Plats, to a point of intersection with
the centerline of the north/south alley between 5th Avenue and 4th Avenue;
thence southerly along the centerline of the north/south alley to a
point of intersection with the westerly projection of the northerly
line of Lot 12, Block 17 of Gerry's Addition; thence easterly along
the north line of said Lot 12 and its projection thereof to the center-
line of 4th Avenue; thence, southerly along the centerline of 4th
Avenue to a point of intersection with the easterly projection of the
southerly line of Lot 1, Block 20, said Gerry's Addition; thence
westerly along said southerly line of Lot 1 to a point of intersection
with the north/south alley between 5th Avenue and 4th Avenue, thence south-
erly along the centerline of said north/south alley to a point of inter-
section with the centerline of the east/west alley between Columbia
Street and South Street; thence westerly along the centerline of said
east/west alley to a point of intersection with the south boundary of
Gerry's Addition; thence westerly along said South boundary to a point
of intersection with the east line of -Section 30, T9N, R30E, WM; thence
south along said sectionline to a point of -intersection with the south
boundary of Pettit's Addition, thence westerly along said south boundary
to a point of intersection with the south right-of-way line of Columbia
Street; thence southerly to the centerline,of the incline track of the
Northern Pacific Railway; said line being at right angles to the center-
line of the incline track; thence westerly along the centerline of said incline
track to a point of intersection with the centerline of 10th Avenue;
thence northerly along the centerline of 10th Avenue to the point of
beginning, encompassing the properties to be included in "Unit I,"
b) Beginning at a point on the centerline of Lewis Street said point being
the point of intersection with centerline of the vacated alley of Block
2 of Pettit's Addition as recorded in Volume B, Page 42, Book of Plats;
thence easterly along centerline of Lewis Street to a point being the
point of intersection with the northerly projection of the easterly line
of Lot 9, Block 23, Gerry's Addition as recorded in Volume B, Page 18,
Book of Plats; thence southerly along said easterly line of Lot 9 and the
easterly line of Lot 24 in said Block 23 and their projections thereof
to the centerline of Columbia Street; thence westerly along said center-
line of Columbia Street to the point of intersection with the centerline
of the vacated alley of Block 2 in said Pettit's Addition, thence
northerly along said centerline to the point of beginning encompassing
the properties to be included in "Unit II."
Section 4e All persons who may desire to object to the improvements'...
r -herein mentioned are hereby notified to appear and present such objections at a
meeting of the City Council to.be held In the Council Chambers in the City Hall,
Pasco, Washington, at 8:00 p.m. (POST) on September 16 , 1969, which time and
place are hereby fixed for hearing all matters rely -U g to said proposed improve-
ments and all objections thereto and for determining the method of payment for
said improvements.
Section 6. Sandra Re Stanley, City Engineer is hereby directed to
submit to the council on or prior to the day of September, 1969
all data and information required by law to be steed,
