A RESOLUTION ADOPTING THE TRI -CITY MUTUAL AID FIRE AID
AND DISASTER PLAN
WHEREAS, There is immediate and continuing need to establish
a system of Mutual Fire Protection Aid in case of disaster; and
WHEREAS, The Tri -City Mutual Fire Aid and Disaster Plan presents
a uniform and cohesive means of protecting -the citizens of the City of
Pasco and surrounding areas; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS:
Section I. That the City of Pasco, by action of its City Council,
does hereby adopt the Tri -City Mutual Fire Aid and Disaster Plan, a.copy of
which is attached hereto and adopted by reference.
Section 2. That this Resolution shall be in full force after its
passage as required by law.
PASSED by the City Council and APPROVED as provided by law this
5th day of August, 1969.

Re: TRI -CITY MUTUAL AID PLAN
Attached are several copies of a suggested resolution copied after the
one adopted by the City of Richland authorizing us to participate in the plan.
Your attorney may wish to reword it but it should contain the essence of the
suggested copy. If yours is a municipality, then it should be handled by your
city attorney. Fire districts should also consult their attorneys. In all cases
it should be p,epared for passage at the earliest possible regular meetirg of
the city council or board of fire commissioners. When passed, please obtain
ten copies of the approved resolution and mail to me so I may distribute them
to each of the participants for their files.
Should your attorneys wish to get more information or have any questions
about procedure, legality or other matters relating to the resolution, have
them contact Richland City Attorney Donald Stancik_at the Richland City Hall,
telephone 943-9161, Extension 232.
Let me emphasize two points contained in the plan: (1) how you work
out your communications within your own department is your business but all
should be well briefed on its operation, (2) in the case of paid departments,
the mention of "Vol." means calling in off -shift men to staff apparatus. The
burden of making the plan work smoothly and effectively rests with you.
Because of vacations etc, this is not an opportune time, but it might
be-wise.for us -to hold a meeting of all participating departments as soon as
we can to iron out any kinks and to make sure of a complete understanding.
In the meantime, do not hesitate to call me if you forsee problems.

Introduction
• This plan, encompassing the nine fire departments from Burbank to Benton
City, is promulgated on the basis of providing prompt and orderly assistance on
major fires and disasters befalling any member community. ,
Recognizing that neighboring cities and fire districts beyond Burbank and
Benton City may also require assistance or can provide assistance, they are not
involved in this agreement, Arrangements for mutual aid with them will be up to
the departments bordering those areas.
Irrespective of the size of the fire departments incorporated in the Tri -Cities'
plan, it envisions all member departments handling first acid second alarms within
their own departments, The first movement of mutual aid companies is called a
THIRD ALARM, at which time not less than two companies respond. These companies
may be both committed to the fire or one may be assigned to stand by in the station
of the department calling for mutual aid.. This decision will be strictly up to the
chief or officer in charge of the fire, be he volunteer or paid. All firefighting would
also be under his commando Should the fire be of a magnitude requiring a FOURTH
ALARM, again at least two pieces of mutual aid apparatus respond and may be used
on the fire, placed on roving assignment in case of windblown embers or maintain
station standby. In every case possible, on both THIRD and FOURTH alarms, the
.nearest available apparatus is scheduled to respond,
• Because some fire situations would require specialty apparatus such as aerial
ladders, tankers, hi. -ex foam, etc. , this type of apparatus is listed as available
under "SPECIAL CALL" and is individually called, not automatically on third Or fourth
alarms unless specifically listed as such.
Since five of the nine departments provide ambulance services and two operate
heavy duty rescue units, a separate category is provided for disasters such as train
wrecks, explosions, buswrecks or building collapse in which there are people
trapped or numerous casualties, These units must also be individually called, de-
pending upon the .need.
OPERATION OF THE PLAN
Only theofficer is authorized to activate mutual
chief officer or. acting chief
aid for his department. To assure some over -excited official does not attempt an
unauthorized call for mutual aid, the THIRD, FOURTH or SPECIAL, alarm should be
made in the name of the chief officer.in charge.
In the absence of a centralized communications center for all nine member
departments, the success or failure of this plan will be keyed to whomever handles
communications for the department requesting mutual aid assistance as well as
• concise understanding on the part of the departments providing assistance.

An example of the plan's operation might be as follows:
•
Assume Kennewick experiences a major fire clearly beyond its own ability
to control, Chief Malchow radios h.is communications office for a third alarm
response. Whoever,handles his communication sees. that Pasco and Benton
County #1 each, send pumpers on a third alarm so a call is made to Pasco and
Benton County #1, to :Pasco via telephone or radio and to Benton County #1
by siren and radio, Each Is informed " Chief Malchow asks for THIRD ALARM
on a fire at ____in Kennewick" . Both companies would report to
the fire and Chief Malchow personally. He may use both at the fire or prefer
to dispatch one for station, standby,
Should the fire con.ti.n.ue to spread or embers provide a threat after Chief
Malchow is using .both Third Alarm companies on the fire, he may radio in a
FOURTH ALARM, in whish case his dispatcher would see by the chart that
Richland would dispatch a pumper and .Pasco would also, providing the latter
call-in men had. reported to their station. They, too, would report to Chief
Malchow at. the fire.
To make the picture more complex, we might assume the original fire's
heat: begins to involve a nearby grain elevator requiring the use of an.
elevated master stream. T.n this case, Chief Malchow radios in an order
to SPECIAL CALL R.ch.land's aerial -pumper, When his dispatcher has tele-
phoned Richland and repeated the "Chief Malchow order a special call for
• an aerial", Ri.ch.'land's 100 ft„ aeri:al would be dispatched from Richland and
Chief Malchow then prepares to furnish water through three lines to where
he wishes the aerial to spot,
Whenever third alarm apparatus has been called to a fire, the communications
operator in. the city having the fire should, at: his first opportunity, alert fire depart-
ments scheduled .for fourth alarm response (if not already advised) for two reasons:
(1) so that the departmeiit.s can slaspend operations that might impede a fourth alarm
response and (2) to put those departments on notice that a simultaneous fire or
fourth alarm .is possible. This can be done by simply calling the .affected depart-
ments to pass the word "This is of the Department
calling t:o alert you that we have a third alarm fire going in . The
word "alert" and the absence of the chief's name will be the key to this communi-
cation. For very obvious reasons, whenever the need for the alert has passed,
those departments having been alerted should be advised of the fact..
To be effectively operated, this p.l.an will require each fire department to pre-
pare its own standard operating procedures with. respect to its use and participation
in mutual aid, particularly wi.th respect to the communications aspects. In addition,
it would be wise to insure that every volunteer fireman and paid fireman in each
department .be well orientated in the mechanics of the operations, who has authority
to place mutual. aid i.n. effect, ',how this word is transmitted on calls, what apparatus
is scheduled for response, etc, To wait until. the need for mutual aid arises and
then attempt to efficiently operate is wishful thinking.
It: shall be the responsibility of each fire chief to promptly notify each of the.
other departments when a change, deletion or addition of equipment would alter
mutual aid response. In addition, there shall be an annual review of the plan and
any desired updating made at that time
