OI RCSi,?,.+J M .� Jlu N.O. � / A RESOLUTION ADOPTING RULES AND REGULATIONS GOVERNING THC USE OF CITY OWNED FACILI11ES FOR RECREATION PURPOSES, 11 ETI'NGS AND OTHER USES, AND SETTING FEES FOR THE SWIMMING POOLS, GOLF COURSE, RENTAL OF CITY COUNCIL CHAMBERS, COUNCIL CONFERENCE ROOI-19 AND OTHER FACILITIES OWNED BY THE CITY, AND REPEALING RESOLUTION NO. 7349 AND A€VIENDING RESOLUTION NO. 751. WHEREAS, It is in the best interests of the City to provide for public use of City owned facilities, and WHEREAS, Rules and Regulations should be promulgated in order to provide that the facilities are maintained in the best possible condition, and 14HEREAS, Certain fees should be established in order to provide the maximum use of the facilities, while at the same time, making maximum use.of City funds; NOW,, THERE FORE, TIME. CITY COUNCIL OF THE CITY OF,PASCO DO RESOLVE AS FOLLOWS: Section 1. The rules and regulations which.have been approved by the Recreation Av1sor- •Board and the Library Board,.as contained as a part of this •Resolution, are hereby adopted. Section C. The fee schedule for the use of various City of Pasco fa4i 1 i ties is ouflip±ed in the Rules and Regulations, ias adopted by the Recreation Advisory board and Library Board, and contained as part of this Resolution, are hereby adopted. Box 293 .PASCO, WASHINGTON 99301 RULES, REGULATIONS, AND FEE SCHEDULE FOR THE USE OF CITY OWNED FACILITIES. It is the policy of the City of Pasco to permit the use of City facilities by community groups as much as possible within the regulations required for.the protection of the interest and property of the City. The City Council hereby promulgates rules and regulations which shall govern the use of City owned facilities. No person, or group of persons,'shall hold any meeting, or conduct group recreation activities in any.facility except by permit and upon the terms and conditions hereinafter set. forth, provided that such permit requirements shall not apply to scheduled City activities. Upon application, such permit will be issued unless -- its issuance would obstruct and/or interfere substantially with City use and enjoyment by the Public, or (2) the date and time requested has previously been allocated by permit. 1. Applications must be completed by a qualified adult member or advisor of the • organization requesting use. 2. All applications must be completed at least four (4) days in advance of the event. 3. Applications which require special.Recreation Advisory Council action for money raising purposes, must be completed at least thirty (30) days in advance of the event. 4. Cancellations must be made twenty-four (24) hours in advance.for applications where no charges are made. Cancellation must be made forty-eight (48) hours in advance for applications in which there is a charge. 5. Permittee shall restore facilities to.the condition in which found; use of kitchen and utensils requires thatdishes be washed, dried, and stored after use. 6. Equipment available for use shall be on inventory at the respective facilities. 1. A single application maybe made for a series of stated meetings of like character. 0. Permittee shall hold the City free and clear of any and all claims for damages, and loss of property that;may result from any act or omission on the part of the permittee or its agents while on City property. 9. If, in the opinion of the City, facilities are needed for a department program, applications may be revoked ten (10) days before the scheduled event. • 10. Since the above policies have been established by the City Council, exceptions may only be made by special City Council action. Such applications must be made at least thirty (30) days in advance of,the-event. 11. At anytime a recreational facility is used for any purpose besides a directly sponsored Pasco Recreation Department activity, an,employee of the Department, and/or Cit} must be present. A rental fee of $2.50 an hour will be charged against the permittee to defray the cost of salary. 12. In the event a dance is the purpose for renting of a facility, a Police Matron, and Police Officers can be required. These will be paid by the permittee. The cost of a business license, which is mandatory, will help defray part of this expense. 13. The following classifications shall apply for the purpose of determining. applicable fees and charges,: CLASSIFICATIOW A; Public Recreation activities that ire co-sponsoi-ed by the Recreation Uepar ent, such as flower shows, community celebrOltions, art exhibits, etc. There shall be no scheduled service charge, provided tare event'is free and open to the public. CLASSIFICATION B: Recreation activities and.meetings that are organized, promoted- romo e , condui ed and sponsored by non-profit organizations, such as • P.T.A., Community Cubs, Service.Glubs, or Youth Survey Agencies, such as Boy Scouts, Girl Scouts, Camp Fire Girls, C.Y.O., Y.M.C.A., Y.W.C.A „ etc., but do not include such groups as square dance clubs, choral groups, hobby clubs—;'g dmother's clubs, etc,, which operate for the primary benefit of their own.membership. B-1: If the event is free and.open to the.public, there shall be only a rental fee determined by the Recreation Department to help defray salary of a supervisor charged against the permittee. B-2: If an admission charge is to be made, donations received, or art les sold to -meet the actual expenses of the event, there shall be a service charge in accordance with the rates listed below. B-3: If the event is to be for money raising purposes, all the following must be met: a) The City is to be reimbursed for any expenditure of Public Funds other than normal operating costs in connection with the, event. b) Ten percent (10%) of the gross receipts from the event, after taxes, or the minimum rate for classification C-2 group, whichever is greater, is to be paid to.the City. • 5-4: If there is a catering service for meals by other than. a City Concessionaire, T ve percent (5%) of the gross receipts shall be charged to the permittee in addition to any other fees that may be due under provisions of these regulations. -2- •CLASSIFICATION C,: Any Recreation, social or service activity conducted by,any person or group of persons not included within Classification A or B hereinabove set forth, C-1: If the event is free and open to the publico there shall be ons y a rental fee, determined by the Recreation Departments to help defray salary of a supervisor, charged against the permittee, C-2: If an admission charge is to be made, donations received or articles or services sold, or club dues paid to meet actual expenses of the events or if admission is limited to certain individuals such as members, invited guests, etc. There shall be a service charge in accordance with the rates listed below. Period $4 for a 24-11r, Period All fees must be paid by cash, check or money order, and made payable to the City of Pasco. Payment is due at least forty-eight (48) hours of the event. The balance up to the full amount of 10% of gross receipts must be paid not later than two weeks after the date of the event. Mail check or money order to: Pasco Recreation Department, P.O. CLASSIFICATIONS: All applications for permit use must be categorized into one of the following: L� 0 A, B-1, B-20 6-3, B-49 C-19 C-2, B-36 B-4, Special Board Action II. SERIES OF DATES: Since Regulation No. 7 allows a single application for a series of stated meetings of like character, each specific date must be listed. Priority will be based on the following: '1. Classification "A" has first priority, then Classification "B", then Classification "C". 2. Priority within each classification will be made on the basis of the type of activity and past record of usage. A. TYPE OF ACTIVITY: 1. RecreatlonSi 2. Social 3. Educational or Political 4. Other III. STORAGE: B. PAST RECORD OF USAGE: . Care of Facility 2. Punctuality 3. Payment of Fees Due to limited storage space in City facilities, storage space is not available for group, other than authorized Recreation Department programs. IV, KITCHEN USE: Any organization using the kitchen facility must provide for its own towel and dishwashing detergent. It is also responsible for the clean-up of the kitchen (counter, floor clean, dishes and silverware.washed, dried and put away, etc.) V. PAYMENT PROCEDURE: All pay groups must make payment directly to the Recreation Department. Checks should be made out to the City -of Pasco. Fees are due in the Recreation Department Office at least forty. -eight hours in advance.of the meeting date. VI. CANCELLATION: Applications with no service charge must cancel 24 -hours in advance. Cancel- lations may be made by telephoning the Recreation Office in City Hall, 547-8801. Mik LE • RENTAL OF CITY COUNCIL CHAMBER AND COUNCIL CONFERENCE ROOM E No person, or group of persons, shall hold any meeting, or conduct group activities in any facility described above except by permit and upon the terms and conditions hereinafter set forth, provided that such permit requirements shall not apply to scheduled activities. Upon application, such permit will be issued unless -- its issuance would obstruct and interfere substantially with use and enjoyment by the public, or (2) the date and time requested has previously been allocated by permit, or (3) the use for which the permit is sought is of a private or commercial venture. 1. Applications must be completed by a qualified adult member or advisor of the organization requesting use. 2. All applications must be completed at least four (4) days in advance of the event. 3. A single application may be made for a series of stated meetings of like character. 4. Permittee shall hold the City free and clear of any and all claims for damages, and loss of property that may result from any act or omission on the part of the permittee or its agents while on City property. 5. If, in the opinion of the City, facilities are needed for a department program, applications may be revoked ten (10) days before the scheduled event. FEES For rent of the CITY COUNCIL CHAMBERS OR COUNCIL CONFERENCE ROOM, the rental shall be $10.00 for each room for the first three (3) hours and $5.00 for each hour thereafter, or fraction thereof, up to the hour of 12:00 midnight, when the facility must be vacated. -7- 1 0 1 0 RENTAL OF PASCO PUBLIC LIBRARY AUDITORIUM Any person or group of persons may reserve the auditorium for meetings or group activities by applying for permission through the library, 1. Applications must be completed by a qualified adult member or advisor of the organization requesting use, 2. A single application may be made for a series of stated meetings of like character, 3. The applicant in signing :a responsibility slip shall hold the City free and clear of any and all claims for damages, loss of property that may result from any act or omission on -the part of the applicant or it's agents while on City property. 4. The Library reserves the right to cancel any reservation at any time. 5. The room and kitchen must be left in good order. 6. No alcoholic beverages may be used. 7. For any teen-age party, an adult chaperone must pick up the key and be responsible for the property and condition of the auditorium, kitchen, restrooms, and hall. Rental must be paid in advance, 8. Rental charged is for a 4 hour period or any fraction thereof. Ll 0 FEES SOCIAL GROUP (Any group assembling for the purpose of con ucting recreational or social type of activities, but shall not be a group holding a meeting). The extra charge will be determined by the Library Board based on a fair rate to accomplish any extra cleaning. These are basic fees and do not include State Sales Tax.
