RESOLUTION NO. 748
A RESOLUTION AUTHORIZING THE EXECUTION OF AN
AGREEMENT WITH THE CITY OF KENNEWICK, WASH -
INGTON , AS SET FORTH BELOW.
WHEREAS, the City of Pasco and the City of Kennewick have agreed that the
replacement of the existing Columbia River Bridge between the two cities is neces-
sary and of mutual benefit, and
WHEREAS, a preliminary engineering study must be made to determine more
specifically the location of said replacement bridge and methods by which said re-
placement bridge can be financed, N O W T HE RE F O R.E ,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO RESOLVE
AS FOLLOWS:
That the City of Pasco will participate with the City of Kennewick on a
preliminary engineering study in the amount.of up to $80,000 of which $72,000 of
the cost thereof has heretofor been made available by the State of Washington
Urban Arterial Board;
That the Mayor of the City of Pasco is hereby authorized and directed to
execute and countersign a project agreement with the Urban Arterial Board and the
City of Kennewick to implement such preliminary engineering study, and
That the Mayor is further authorized and directed to execute an agreement
with the City of Kennewick, Washington which recites the terms and conditions
by which the said preliminary engineering study is to be accomplished. A copy
of this said agreement between the City of Pasco and Kennewick is attached hereto
and is marked Exhibit "A" and is incorporated herein by reference.
PASSED by the City Council of the City of PASCO on the 15 day of
October19,68 and signed in authentication of its passage this 15

AGREEMENT
CITY OF PASCO AND CITY OF KENNEWICK
REPLACEMENT OF OLD COLUMBIA RIVER BRIDGE
WHEREAS, it is mutually beneficial to the City of Pasco and the City of
Kennewick to replace the existing obsolete bridge over the Columbia River con-
necting the two cities, and
WHEREAS, it is anticipated. that the Counties of Franklin and Benton will
also benefit by the construction of a new bridge. and should support the cities
financially and otherwise in this endeavor, and
WHEREAS, when a replacement or an additional bridge is constructed the
right of way for the existing bridge now within the county should be annexed to
the respective cities if this has not already been accomplished,
NOW, THEREFORE, the following agreement between the City of
Pasco and the City of Kennewick is intended to recite the terms and conditions
by which the -said preliminary engineering and funding thereof is to be accomplished .
1. The City of Pasco will establish an Urban Arterial Fund which
shall receive payments from the State of Washington Urban Arterial Board
and from local agencies for said engineering study. In accordance with
the terms of the project agreement with the Urban Arterial Board, $72,000
will be received from said Board and $8,000 from the cities of Pasco and
Kennewick.. Each city shall contribute up to 50% thereof per each. If
either or both of the counties of Franklin and Benton contribute to the cost
of the preliminary engineering in the amount of -up to a total of $4, 000, the
balance due of the local $8,000 shall be proportioned 50% each between the
two cities. The City of Pasco shall contract for and be responsible for the
payment of all expenses arising from the aforesaid preliminary engineering
study.
2. The City of Pasco and the City of Kennewick each shall appoint
two members of their respective legislative bodies to form a committee to
make appropriate recommendations to the respective city councils on

matters relating to this preliminary 'engineering study. Such matters
to be considered shall include but not 'be limited to the selection of.
the engineer or engineering firm to conduct the preliminary engineering
study. The Committee shall invite proposals from qualified consultants.
and shall make,a majority recommendation to the Pasco City Council .for
the execution of an a�gre�ement with the successful engineer or -firm. In.
making such recommendation the committee shall take into consideration
the recommendation of the counties of Franklin and Benton inasmuch as
the counties a•re expected to contribute towards. the cost thereof. In the
event the, committee cannot by majority vote agree on an engineer or
engineering firm they shall select a fifth person who is nota, member of
the several legislative bodies who shall review the engineering proposals
and who will then cast the deciding vote in making a recommendation to
the Pasco City Council.
3. In response to a request from the priority planning section of
the Washington State Highway Department the cities of Pasco and Kennewick
agree to and will at the next appropriate time, amend their six-year program
to include the following schedule for the replacement of the existing
bridge
Preliminary Engineering completed - June 1, 1969;.
approximate cost $',80,000.
Arrange financing for new bridge - July, 1969 through
June 1970; no cost.
Design engineering - July, 1970 through June, 1971
preliminary cost: $420,0.00.
Construct new bridge - July, 1971 through June, 1973;.
preliminary cost: $7,000,000.
It is understood, however,, that the results of the preliminary engineering
study may require the amendment, change or modification of the aforesaid
schedule and costs. In addition the City of Pasco and Kennewick hereby
agree to request the Counties of Franklin and Benton to also, by appro-
pr:iate action, to advise the priority programming section that they concur
with this tentative schedule..

4. Subsequent to receiving the completed preliminary engineering
report authorized herein the cities of Pasco and Kennewick will meet with
the counties of .Franklin and Benton to determine how the recommendation
contained therein can best be implemented.
