RESOLUTION NO. 735
A RESOLUTION APPROVING CONDITIONS UNDER WHICH RELOCATION
PAYMENT WILL BE MADE FOR PROJECT NO. WASH. R-18.
WHEREAS, the rules and regulatins prescribed by the Federal Government
pursuant to Title I, require that the conditions under which the City of Pasco
will make Relocation Payments in connection.wth.the Urban Renewal Project contemplated
by the application and the Schedule of Average Annual Gross Rentals for Standard
Housing the Locality to be used for detefmining the amounts of Relocation Adjustment
Payments to be made in connection with the Urban Renewal Project contemplated by
the application, and the Fixed Relocation Payments Schedule be officially
approved by the Governing Body of the City of Pasco; and
WHEREAS, there was presented to this meeting of the -Governing Body
of the City of.Pasco, for its consideration and approval a set of conditions under
which the City of Pasco will make Relocation Payments, which set of conditions is
set forth in the Relocation Program and a Schedule of Average Gross Rentals for
Standard Housing in Locality dated June 4, 1968 , attached hereto and
marked for the Urban Renewal Project contemplated by the application; and
WHEREAS, the conditions under which the Local Public Agency will make
Relocation Rayments and the Schedule of Average Annual Gross.Rentals for standard
housing in,locality and the Fixed Relocation'Payments -Schedule were reviewed and
considered at the meeting; and
WHEREAS, the Governing Body of the City of Pasco is cognizant of the
conditions that are imposed in the undertaking and carrying out of urban renewal
projects with Federal financial assistance under Title I, including those prohibiting
discrimination because of race, color, creed, or national origin with respect to housing,
facilities, related to residential use, and all public facilities within a project
area; public facilities proposed as non-cash local grants-in-aid; and employment:
FOLLOWS:
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS
1. That the conditions under which the Local Public Agency will make
relocation payments are hereby in all respects approved.
2,. That the Schedule of Average Annual Gross Rentals for Standard
Housing in Locality is hereby in all respects approved.
3. That the Fixed Relocation Payments are hereby in all respects
approved.
4. That the City Manager is hereby designated to approve all claims
for Relocation Payments in accordance with the existing practices
of the City of Pasco.
S. That the City Manager is hereby authorized to approve minor changes
in the schedules and other conditions.

in Urban Renewal Manual, Section 16-34), for a decent, safe, and sanitary dwelling of' modest standards in the lo-
cality. The schedule will be used in determining the amount of the Relocation Adjustment -Payment to be made to
families and elderly individuals.who'are eligible for the payment, in accordance with the Regulations Governing
Relocation Payments.

STATEMENT OF EXPLANATION
AVERAGE GROSS RENTAL SCHEDULE
This Average Gross Rental Schedule has been derived from information obtained
from the Pasco Housing Authority and the Lincoln Terrace Housing Project.
Studies were completed by these agencies in 1967 to establish gross rental
cost for the area. These studies included information obtained from local realtors,
apartment owners and other knowledgeable sources within the Tri -City area.
FIXED RELOCATION PAYMENT SCHEDULE

Individuals and families owning furniture.may be reimbursed as follows according
to the number of rooms (except bathrooms, hallways, and closets) occupied by
the claimant.

Individuals not owning furniture may be reimbursed $5.00; families without

Approval is requested to pay to eligible individuals and families the fixed amounts of relocation payments indicated in the
Schedule below. The amounts indic.ated in the Schedule have been developed, and the payments will be made, in accordance

The current rate per hour charged by the commercial moving firms is fixed by the 666
Washington State Utilities and Transportation Commission Tarriff. Said rate establishes
a minimum rate of $17.00..per hour for one van-, and two men under three hours and $16.50
per hour for over three hours. Two local.moving firms (Bekins and Mayflower) were
„ contacted for the above rates and both indicated they use the minimum prices. They
also indicated that the average or median number of hours necessary for the moving
of various sized households would amount to those prices as shown in Block "B".
