A RESOLUTION PROVIDING FOR A PUBLIC HEARING ON FEBRUARY 6, 1968
TO CONSIDER A PROPOSED URBAN RENEWAL PLAN FOR THE EAST PASCO
REDEVELOPMENT PROJECT (Wash R-18) AND FOR NOTICES IN CONNECTION
THEREWITH.
BE IT RESOLVED BY THE CITY COUNCIL OF THE, CITY OF PASCO:
That at its regular meeting on February 6, 1968 in the City Council
Chambers in the Pasco'City Hall the City Council will,. commencing at 8:00 P.M.,
conduct the public•hearing contemplated by RCW•3'5.81.06'0 Section (3) and Section
(4) on the proposed urban renewal project plan submitted to the City Council by
the City Manager for the East Pasco Redevelopment Project (Wash. R-18) to
determine particularly whether (1) the urban renewal project area is a "blighted
area'' as defined in RCW 35.81.010 Section (2); (2) a workable and feasible plan
exists for making available•adequate housing for the persons who may be displaced
by the project; (3) the urban renewal plan conforms to the comprehensive plan for
the City; (4) the urban renewal plan will afford maximum opportunity, consistent
with the sound needs of the City as a whole, for the rehabilitation or development
of the urban renewal area by private enterprise; (5) a sound.and adequate financial
program exists for the financing of the project; (6)•the financial aid to be
provided by the United States of America in the proposed contract for loan and
capital grant is necessary to enable the project to be undertaken in accordance
with the urban renewal plan; (7) the objectives of the urban renewal plan cannot
be achieved through more extensive rehabilitation of the project area; and (8)
the urban renewal plan gives due consideration to the provision of adequate
park and recreation areas and facilities, as may be desireable for neighborhood
improvement, with special consideration for the health, safety and welfare of
children residing in the general vicinity of the site covered by the plan; and
the City Clerk is hereby authorized and directed to cause public notice of such
hearing to be given by publication once each week for two consecutive'weeks not
less than ten or more than thirty days prior to the date of the hearing in a
newspaper having a general circulation in the urban renewal area of the municipality
and by mailing a notice of such hearing not less than ten days prior'to the date
of the hearing to the persons whose names appear on the County Treasurer's tax
roll as the owner or reputed owner of the property in the urban renewal area,
at the address shown on the tax roll, and such notice shall describe the time,
date, place, and purpose of the hearing, generally identify the urban renewal
area affected, and outline the general scope of the urban renewal plan under
consideration, all as required.by RCW 35.81.060•.
This resolution shall be in full force and effect after its passage as
required by law.
