WHEREAS, the City Council of the City of Pasco recognizes the growing
problems associated with continuing urbanization of the Bi -County area of
Benton and Franklin Counties, and
WHEREAS, the City Council of the City of Pasco desires to participate
through the formation of a Bi -County Governmental Conference for the purpose of
researching current and developing problems, exploring avenues for solution
of these urban problems, and to participate in the formation of joint programs to
solve the urban problems of the area,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DO
HEREBY RESOLVE AS FOLLOWS:
Section 1 . The City Council of the City of Pasco desires to participate
in the foundation and operation of a Benton -Franklin County Governmental Con-
ference ..
Section 2. The City Council of the City of Pasco hereby urges other
appropriate Governmental jurisdictions in the Conference. Area to participate in
the Benton -Franklin Governmental Conference.
Section 3. The City Council of the City of. Pasco hereby approves the
proposed Articles of Association and By -Laws presented by the Temporary Steer-
ing Committee of the Benton -Franklin Governmental Conference; provided, that
the. Conference consider amending Article 12. "Amendments" of the Articles of
Association by changing the requirement for amending the Articles to a simple
majority vote of the representatives of the member body agencies; and provided,
further, that Section 4 of the By -Laws pertaining to voting be amended by adding
the following sentence: "The consent of the member legislative bodies shall
be solicited .by providing each body so affected with a written copy of the pro-
posed policy resolution at least 20 days prior to the vote for adoption by the
conference. "
Section 4. The City Council of the City of Pasco hereby agrees to
appoint two (2) representatives to the Benton -Franklin Governmental Confer-
ence.
