A RESOLUTION AMENDING SECTION 3 OF
RESOLUTION NO. 675 AND BEING A RESOLUTION
CREATING A CITIZENS HUMAN RESOURCES
COMMITTEE FOR THE CITY OF PASCO.
THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS:
Section 1. Section 3 of Resolution No. 675 is hereby amended
to read as follows:
"Section 3. In carrying out these responsibilities, the City
Council shall take the responsibility for and shall provide
leadership in effectuating these policies and in indentifying
and eliminating sources of discrimination, unequal treatment,
or racial tensions among all people. In discharging the
assignments, the Council shall appoint a Citizens Human
Resources Committee of Pasco residents sincerely interested
in actively implementing the principles in this resolution.
This group shall be responsible directly to the Council to
assist the Council in discharging its responsibilities. The
said Committee shall consist of eighteen (18) members to be
appointed by the Mayor subject to confirmation by a majority
of the City Council. The terms of each of the original eighteen
(18) members shall be two (2) years commencing January 1,
1966, regardless of the date of appointment and except that
nine (9) of the original appointments only shall be for one year
as determined by the Mayor. Any vacancies shall be filled
for the unexpired terms in the same manner as original
appointments. Members of the Committee may be removed
from office at any time by a majority of the City Council.
The Committee may adopt such rules of procedure as are
necessary to accomplish its duties. The Citizens Human
Resources Committee shall among other things:
(a) Receive and review complaints or allegations or incidents
of discriminatory or unfair practices and shall try to obtain
a solution through cooperative effort of all parties. In those
1 cases in which the Committee is unable to work out an
- acceptable solution, it shall make a timely report to the City
Council.
(b) Work with appropriate groups in the mediation and concil-
iation of tensions and problem areas, giving due respect,
courtesy, and concern for all citizens.
(c) Conduct meetings for the purpose of ascertaining attitudes
toward or facts about situations involving the civil rights of
all citizens.
(d) Assist in and conduct educational and informative programs
to improve inter -group relations.
(e) Actively seek the cooperation of all organizations and groups
concerned with human rights to improve relationships, ease
tensions and assist in the resolution of problems. 11
Section 2. This resolution shall be in full force and effect
after its passage as required by law.
