WHEREAS, the City Council of the City of Pasco desires to reaffirm as
public policy for Pasco the equal rights of all citizens and peoples to housing,
public education, employment and advancement, community services and fa-
cilities, participation in public affairs and govern-m-ent and all other aspects of
community life, without regard to "race, color, creed or national origin;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PAS'CO,
' WASHINGTON DO RESOLVE AS FOLLOWS:
Section 1. By the adoption of this resolution, the Council of the City of
Pasco acts affirmatively to reinforce the principles of equality, justice, and
fair play which are traditional to the American way and the Council has deter-
mined that the reinforcement and strong affirmation and prosecution of these
principles is basic to the social, economic, and cultural advancement of its
citizens. In so doing thee Council strongly requests all citizens, business and
industries, and social, fraternal and other organizations to apply with sincere
desire and belief the principle of the absolute rights of all peoples to equality
of treatment and opportunity, and the Council calls for the enlightened under-
standing of all people, organizations and groups, and urges cooperative efforts
to attain the spirit and intent of this Resolution.
Section 2. In pursuing the objectives of this Resolution, the City Council
shall actively:
(a) Support and encourage fair and equal treatment under the law to all
persons.
(b) Support and encourage equality of opportunity for employment and
advancement and cooperate with all employers, minority and corn-
munity groups, and other interested organizations in programs designed
to provide basic or advanced skills to qualify people for available em-
ployment opportunities.

(c) Support and encourage equality of opportunity for all people in the
rental, lease, or purchase of housing in the community, and pro-
tect the rights of any owner to sell or rent to any person he chooses
without harassment, threats, or intimidation by others who may dis-
agree with his choice.

(d) Assure the furnishing of equal community and public services
to all persons, including the degree of police and fire protec-
tion necessary for all persons to exercise their lawful civil
rights in the community.
(e) Promote the concerted cooperation of all segments of the com-
munity in the conduct of information and educational programs
regarding intergroup relations and civil rights:
(f) Support and encourage effective community relations among all
citizens of Pasco and between residents of Pasco 'and people and
organizations in the Tri -Cities and surrounding areas, to en-
courage recognition by all of the principle of according respect
and equal rights and opportunities for all.
Section 3. In carrying out these responsibilities, the City Council
shall take the responsibility for and shall provide leadership in effectuat-
ing these policies and in identifying and eliminating sources of discrimina-
tion, ;unequal treatment, or -racial tensions among all people. In discharg-
ing the assignments, the Council shall appoint a Citizens Human Resources
Committee of Pasco residents sincerely interested in actively implement-
ing the principles in this resolution. This group shall be responsible di-
rectly to the Council to assist the'Council in discharging its*responsibili-
ties. The said Committee shall consist of twelve (12) members to be ap-

pointed by the Mayor subject to confirmation by a majority of the/Council
The terms of each member shall be two (2) years commencing January 1,
1966, except that the last six (6) of the original appointments ;only shall be
for one year. Any vacancies shall be filled for the unexpired terms in the
same manner as original appointments. Members of the Committee may
be removed from office at any time'by a majority of the City Council. The
Committee may adopt such rules of procedure as are necessary to accomp-
lish its duties. The Citizens Human Resources Committee shall among.
other things!
(a) Receive and review complaints or allegations or incidents of
discriminatory or unfair practices and shall try to obtain a solu-
tion through cooperative effort of all parties. In those cases in
which the Committee is unable to work out an acceptable solution,

it shall make a timely; report to the City Council.
(b) Work with appropriate groups in the mediation and conciliation
of tensions and problem areas, giving due respect, courtesy, and
concern for all citizens.
(c) Conduct meetings for the purpose of ascertaining attitudes toward
or facts about situations involving the civil rights of all citizens.
(d) Assist, in and conduct educational and informative programs to im-
prove inter -group relations.
(e) Actively seek the cooperation of all organizations and groups con-
cerned With human rights to improve relationships, ease tensions
and assist in the resolution of problems.
