A RESOLUTION of the City Council of the City
of Pasco, Washington, declaring its intention
to order the acquisition of land for and the con-
struction of certain arterial street improvements
within the City as provided in Ordinance No. 1131,
paased by the City Council and approved by the
Mayor on January 21, 1964 ; and to create a
local improvement district to assess a part of
the cost and expense of carrying out said
arterial street im.provements!again'

persons who may desire to object to said im-
provements to appear and present their objections
at a meeting of the City Council to be held on
March 2, 1965.
WHEREAS, the City Council of the City of Pasco, Washington,
by Ordinance No. 1131, passed by the City Council and approved by the Mayor
on January 21 , 1964, provided for the acquisition of land for and the construction
of certain arterial street improvements within the City and provided that
the cost thereof be paid, first, from the proceeds received from the issuance
and sale of not to exceed $800, 000.00 par value of "General Obligation
Arterial Street Bonds 1964 , " (now designated "General Obligation Arterial
Street' Bonds, 1965 , ") second, by the levy and collection of special assess-
ments to cover a part of the cost of carrying out those improvements in a
local improvement district to be thereafter created, including within its
boundaries all of the property located within the City of Pasco receiving
special benefits from the construction and installation of the improvements
therein specified, and, third, by the use of moneys accumulated in the
City "Arterial Street Reserve Fund"; and
WHEREAS, at a special election held in the City of Pasco
on March 10, 1964, in conjunction with the general city election held
on the same date, the proposition authorizing the incurrence of a general
indebtedness and the issuance of not to exceed $800,000.00 of "General
Obligation Arterial Street Bonds, 1964, " (now designated "General Obligation
Arterial Street Bonds, 1965") was duly approved by the qualified voters residing
within the City and said bonds have been issued and sold; and
WHEREAS, it is now deemed to be in the best interests of the
City that said arterial street improvements be carried out and a local improvement
district be created to assess a part of the cost and expense thereof, as.
provided in said Ordinance No. 1131, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PASCO, WASHINGTON, as follows:
Section 1. It is the intention of the City Council of the City
of Pasco, Washington, to acquire land for and construct certain arterial
street improvements within the City in accordance with the provisions of Ordinance
No. 1131, passed by the City Council and approved by the Mayor on the 21st
day of January, 1964, such arterial 'street improvements to be constructed
and installed in accordance with the plans and specifications therefor
prepared by Gray & Osborne, consulting engineers to the City.
Section 2. Not to exceed a total of $ j65 1 nnn nn , - of
the cost and expense of said improvements shall be borne by and assessed
against the property specially benefited by such improvements to be included
in the local improvement district to be established embracing as near as may
be all of the property specially benefited by such improvements. The balance
of the cost and expense of carrying out such improvements shall be paid from
the proceeds received from the issuance and sale of "General Obligation
Arterial Street Bonds, 1965 ; " and from moneys in the City "Arterial Street
Reserve Fund," if required.
Section 3. All persons vho may desire to object to the
improvements herein mentioned are hereby notified to appear and present
such objections at a meeting of the City Council to be held in the Council
Chambers in the City Hall, Pasco, Washington, at 8 o'clock p.m. (PST)
on the 2nd day of March, 1965, which time and place are hereby fixed for

hearing all matters relating to said proposed improvements and all objections
thereto, and for determining the method of payment of said improvements.
Section 4. Gray & Osborne, consulting engineers to the City,
are hereby directed to submit to the City Council,at a time prior to said date
of hearing, all data and information required by law to be submitted.
PASSED by the City Council of the City of Pasco, Washington,
at a regular meeting thereof and APPROVED by the Mayor of the City this
2nd day of February, 1965.
