WHEREAS, the City of Pasco desires to providefor a planning study
contributing to an. over-all program for future community development, the

preservation of community values, the prevention of conditions tending to
cause urban blight, and the promotion of the general health, safety and wel-
fare of its citizens; and,
WHEREAS, the State, Department of Commerce and Economic Develop-
ment, under authority of Chapters. 157 and 215, Statutes 1957, Regular Session,
may provide planning assistance for s.uchca program and receive financial
assistance from the Urban Renewal Administration, as authorized by Section
701 of the Housing Act of 1954,(P:ublic. Laws 860, 83rd Congress); as amended
by the Housing Act of 1959 (Public 'Laws 86-372, 86th Congress); NOW, THERE: -
FORE,
THE CITY COUNCIL OF THE CITY OF. PASCO DO RESOLVE AS FOLLOWS: -
Section 1. That the City of Pasco hereby requests the State Department of
Commerce and Economic. Development to provide planning assistance under
L authority of Chapters 15.7 and. 215, Statutes 1957, Regular Session, with such
financial assistance as may be provided by the Urban Renewal Administration,
under authority of Section 701 of the Housing Act of 1954 (P. L. 86.0,. 83rd Con,."
gress). That such planning assistance ismore particularly described in a pro-
ject description that is attached hereto and made a part of this resolution as if
fully set forth herein.
Section 2. That the City of Pasco, subject to approval of such planning
assistance by the State and Federal authorities, hereby authorizes-,:par}rrnent�tro
the State Department of Commerce and Economic Development of a sum not to
exceed $6, 000. 00.
i Section 3. That the total estimated cost of the Cityts project as planned
is $12, 000., 00.
Section 4. That the Mayor of the City of Pasco is the authorized. official

of the City of Pasco, and he be and hereby is. authorized and empowered to
execute in the name of the City all necessary contracts and agreements to
implement and carry out the purposes specified in this resolution.

I. DESCRIPTION OF PLANNING PROGRAM
A. PURPOSE OF THE PROJECT
1. To crystallize public policy for community development
in relation to the present and potential economy as
will result in the greatest benefit to the greatest
number of people over a long period of time.
2. To develop a comprehensive plan for the coordinated
development of all elements of the city and its urban
area of which its component parts are as follows:
a. BASIC MAPPING - The city has a base map at a
scale of 111= 4001. A new base map at suitable
scale on a permanent reproducible material shall
be prepared to include the surrounding urban area.
The area to be covered by this map will be readily
discernable, on the east and north by current land -
use,' on the south by the Columbia River and shall
include Road 68 to the west of the city. An
additional -base shall be prepared with topographical
information.
b. LAND USE SURVEY >- The.'existing land -use data and
maps shall be checked, brought up to date and
extended to include the area covered by the new
base map. Statistical summarizd<i.on and analysis
of data shall be prepared as related and necessary
for plan development.
C. POPULATION CHARACTERISTICS - Study and analysis
of the population survey prepared before and during
1956 shall be reviewed and adjusted with more current
information with projections and distribution through-
out the urban area to be made for the years 1960,
1970 and 1980. An estimate of school age popu-
lation by age groups for the years specified shall
be developed in cooperation with the concerned
school district.
d._ ECONOMIC ANALYSIS - Study and analysis of the
economy factors of the urban area, primarily,
the Tri -City area secondarily, to determine the
present and potential economic resources and
growth factors.
e. LAND USE ELEMENT - Based upon acceptable planning
principles and practice and the indicated factors
of the urban area, to show the nature and extent of
the land -use proposed, with attention being given
to general neighborhood demarcations.

MAJOR THOROUGHFARE ELEMENT - To indicate for future
establishmeft the proposed arterial classifications
and locations complementary with and in relation to
the'land use element.,
g. REPORT'S - The studies, surveys, analyses and
recommendations involved shall be compiled in
report formas briefly and concisely as is possible.
