BE IT RESOLVED THAT The City Council, the duly author-
ized governing body of the City of Pasco, Washington, having
taken the matter into full consideration and having deter-
mined by the required vote, as stated in the minutes, does
hereby designate Glenn L. Mack, Director of Civilian Defense,
the representative of the aforementioned institution. The
said representative is hereby authorized to bind the insti-
tution to the particular terms and conditions of transfer
which are or may be imposed by the execution of the Form
HEW 135 or the state agency warehouse issue sheet. The said
representative is moreover empowered to delegate the author-
ity imposed upon him to such people as he considers reason-
ably necessary to accomplish these purposes. He is herewith
instructed to confer upon those people designated by him such
authority as is necessary and to see that they are properly
identified by card or letter;Provr4e'dl,, that said representa-
tive is not authorized to expend any monies in connection
with any acquisition without the prior approval of the City
Council of the City of Pasco.
