WHEREAS, It is desired by the city council of the City of Pasco, Washington, that on November 5, 19462 in conjunction with the general election to be held on said date, a special munici- pal election be in the City of Pasco, for the purpose of submitting to the voters of said city the proposition of con- structing.a water filtration plant for said city and incurring a municipal indebtedness in the amount of :132,000.00 by issuing general obligation bonds in said amount to pay so much of the cost of said plant and paying said bond issue by excess levies, all as forth in detail in Ordinance No. 579 passed by this council and approved by the mayor previously on this day: NOS THEREFORE, Be it resolved that the City Clerk be, and she hereby is, instructed and required to notify the County Election Board of Franklin County, State of Washington of the desire of the City of Pasco to hold the above set forth special municipal election, and to request that said Board call said special election and do and cause to be done all further things necessary to the calling, holding, and conduct of said election, placing the ballot title, as hereinafter set forth, upon the official ballots for said election,.and in :all other respects do and act as required by law; and to certify to said election board on September 20, 1946, the following Ballot Title to be used.in submitting said Proposition to the voters at said elec- tion: ` PROPOSITION -` "SHALL THE CITY OF PASCO CONSTRUCT A WATER FIL- TRATION PLA14T AT AN ESTII)TATED_ COST OF $3002000.00, AND FOR THAT, OAPITAL :PTJRPOSE ONLY BECONE INDEBTED AND ISSUE GENERAL OBLIGATION 14EGOTIABL-E SERIAL. COUPON BONDS IN THE AMOUNT OF : 132, 000.00 TO BEAR INTEREST NOT EXCEEDING THREE PER CENTUM (3f) PER A;.dM AND TO BE PAID IN FULL IN TWENTY ( 20 ) YEARS, WITH PRINCIPAL InATURITIES `PAYABLE COM11ENCING AT THE EI\TD OF THE SECOND YEAR AFTER DATE OF SAID BONDS AND THEREAFTER ANNUALLY AT THE END OF EACH FURTHER YEAR, TO THE END OF THE T,MTTIETH YEAR, AND IMET :AND PAY THE PRINCIPAL AND INTEREST THEREOF BY APPROXITATATELY EQUAL ANNUAL TAX LEVIES IN EXCESS OF ANY STATUTORY AND CONSTITUTIONAL LITIITA.TIONS, ALL AS PROVIDED BY ORDINANCE NO. 579?"
